Herod, III, Rydell Auto Outlet and Garage, LLC (DBA The Bear Lot), 2375 Mounds View Boulevard Introduction: Mounds View City Code, Chapter 112.020 (Old Code Chapter 510) requires that any person in the business of selling, trading or exchanging new or used automobiles within the municipality must obtain a City business license. Therefore, Richard Herod III has applied for an automobile sales license for the property located at 2375 Mounds View Drive, the current Rydell Auto Sales site. Discussion: In 1992, Saturn of St. Paul was issued a business license to operate automobile sales at 2375 Mounds View Boulevard. Currently, Rydell Auto Outlet and Garage, LLC is owned 100 percent by Saturn of St. Paul. "The Bear Lot" has been added as a DBA under Rydell Auto Outlet and Garage and will begin operations under "The Bear Lot" this month. Richard Herod (the General Manager and minority owner of White Bear Mitsubishi) will be buying 100 permit of the member units in Rydell Auto Outlet and Garage along with the real estate at 2375 Mounds View Boulevard and will continue car sales at that location as "The Bear Lot". There have been several planning actions over the years. We have confirmed with the Community Development Director that all planning actions approved go with the property, not the applicant. All applicable license fees and application materials have been submitted and the property is current on its fire inspection. Mr. Herod or a representative will be present at the meeting via Zoom to answer any questions you may have. Strategic Plan Strategy/Goal: A progressive City that is welcoming, and a desirable destination to all ages and cultures, who seek progress through partnerships, and a place where residents can work, live, and play safely and show pride in the community and to create and maintain a positive business climate where businesses want to locate and remain in Mounds View. Financial Impact: N/A Recommendation: Staff recommends approval of Resolution 9345, approving a business License request for Mr. Richard Herod III, DBA "The Bear Lot", to operate automobile sales at 2375 Mounds View Boulevard effective January 1, 2021.
