Item No: 5 <br />S V Meeting Date: December 7 2020MOTND17EW Tye of Business: WS <br />Administrator Review: <br />City of Mounds View Staff Report <br />Elf — <br />To: Honorable Mayor and City Council <br />From: Don Peterson, Director of Public Works / Park and Recreation <br />Item Title/Subject: Update on Snow and Ice Control Policy and Parking Ordinance <br />Title 800 Chapter 802. <br />Introduction: <br />The City approved Chapter 901 to Ordinance 451 adding the Snow & Ice Control Policy in 1988. <br />The Snow & Ice Control Policy was updated in 2011 Res 7855. Chapter 801 was adopted in <br />1988 and has had various revision through the years. <br />Discussion: <br />Staff has reviewed the current Snow & Ice Control Policy and in working with the City Attorney, <br />City Administrator and the Police Chief, all are recommending changes to the Policy (changes <br />highlighted and underlined) along with changes to Chapter 901 Ordinance 451 regarding the <br />Parking Restrictions. <br />These recommendations to Title 800, Chapter 802, section 802.05 are as follows: <br />Subd. 1. No person shall allow a motor vehicle to remain parked on public property when said motor <br />vehicle impedes, impairs or prohibits the free flow of traffic_ <br />Subd. 2. No person shall allow a motor vehicle to remain parked on public or in the Right of Way. <br />when said motor vehicle impedes, impairs, or prohibits maintenance or construction <br />equipment from properly conducting their functions including but not limited to street <br />maintenance, snowplowing, or snow removal services. <br />Subd. 3. The Director of Public Works/Parks and Recreation or his or her designee, mpy, in <br />coniunction with a police officer, authorize the removal of any vehicle parked in violation of <br />this Section, as provided by Section 802.10 of this Chapter. <br />Subd. 4. For a violation of this Section the Director of Public Works/Parks and Recreation or his or <br />her designee, shall issue an administrative fine as outlined in the current year fee <br />schedule, in addition to any additional charges, fees, or fines._ <br />In section 802.08 as follows: <br />Subd. 1. Generally, 2:^= �": 10:00 P.M. to 6:00 A.M. during Winter Months: Between the dates of <br />November 15th and April 15th, P no person shall stop, stand or park a motor vehicle or <br />trailer on any street or highway in the City between the hours of two ^'GIGGk (24%- . ten <br />o'clock (10:00) P.M. and six o'clock (6:00) A.M., except as otherwise authorized by this <br />Chapter or unless directed or authorized by a police officer or traffic -control device. The <br />City Council may authorize exceptions from this Section. Any City street or so excepted <br />must be posted with a sign indicating that parking between twe�&42-40�4M: ten <br />o'clock 0 0:00) P. M. and six o'clock (6:00) A.M. is allowed. <br />
