EDC Minutes <br />November 21, 2019 <br />Page 2 of 3 <br /> <br />Motion/Second: Commissioner Freichels moved and Commissioner Stevenson seconded the <br />recommendation that Lisa Marquis be appointed to the Business Representative seat. <br /> <br />Motion/Second: Commissioner Freichels moved and Commissioner Stevenson seconded the <br />recommendation that Dan Larson and Gary Rundle be appointed to the Resident Representative <br />seats. <br /> <br />Resolution 19-EDC-44 Amending the Bylaws Concerning Meeting Dates <br /> <br />Chair Farmer informed the Commission that City Hall is no longer open on Fridays and staff is <br />recommending that the EDC amend its Bylaws to be consistent with the City Code in order to <br />allow the EDC more flexibility in setting their meeting dates each year. The current bylaws specify <br />that the EDC shall meet on the third Friday of each month. This seems too restrictive. The City <br />Code states that the regular meetings of the Commission shall be held in accordance with City <br />Ordinance 408.07, Subdivision 2. “The Commission shall hold at least one (1) regular meeting <br />each month at a time which the Commission shall fix by resolution.” <br /> <br />Motion/Second: Commissioner Stevenson moved and Commissioner Freichels seconded the <br />motion approving Resolution 19-EDC-44 a resolution amending the EDC Bylaws to be consistent <br />with the City Code. <br /> <br />Resolution 19-EDC-45 Establishing Calendar of Meeting Dates for 2020 <br /> <br />Chair Farmer reiterated that City Hall is no longer open on Fridays and asked if any <br />Commissioners had any conflicts that would prevent moving the EDC meetings from the third <br />Friday each month at 7:30 a.m. to the third Thursday at 7:30 a.m. After some discussion it was <br />concluded that all current Commissioners can attend on Thursday mornings instead of Fridays. <br /> <br />Motion/Second: Commissioner Freichels moved and Commissioner Helgemoe seconded the <br />motion to approve Resolution 19-EDC-45 Establishing the 2020 Calendar Meeting Dates. <br /> <br />7. REPORTS OF STAFF <br /> <br />Crossroad Pointe Redevelopment Project <br /> <br />Assistant City Administrator, Beeman provided the Commission with an update on the Crossroad <br />Pointe development stating that the development is underway and they expect to have footing <br />completed by the second week of December. Construction will resume in the spring with <br />substantial completion the end of 2020. <br /> <br />Beeman informed the Commission that the EDA will be hearing from four developers November <br />25 who will be presenting their proposals for the Skyline redevelopment site. The proposals are a <br />96 unit low-income housing project, a 100 unit senior care facility, and two modern temperature <br />controlled storage facilities. The EDA is expected to make a determination on which developer(s) <br />they would like to consider moving forward for a purchase & development agreement. <br /> <br />8. REPORTS OF COMMISSIONERS <br /> <br />Comprehensive Task Force Member Dennis Farmer stated that the Task Force has not met for <br />several months and is awaiting comments from the Met-Council. Farmer asked if any of the <br />Commissioners had reports. Hearing none, Farmer moved to the next agenda item. <br /> <br /> <br />
