Describe the sources, extent, and significance of existing inflow and <br />infiltration in both the municipal and private sewer systems. <br />• Include a description of the existing sources of I/I in the municipal <br />and private sewer infrastructure. <br />• Include a summary of the extent of the systems that contribute to <br />I/I such as locations, quantities of piping or manholes, quantity of <br />service laterals, or other measures. If an analysis has not been <br />completed, include a schedule and scope of future system analysis. <br />• Include a breakdown of residential housing stock age within the <br />City into pre‐ and post‐ 1970 era, and what percentage of pre‐1970 <br />era private services have been evaluated for I/I susceptibility and <br />repair. <br />• Include the measured or estimated amount of clearwater flow <br />generated from the public municipal and private sewer systems. <br />• Include a cost summary for remediating the I/I sources identified in <br />the City. If previous I/I mitigation work has occurred in the City, <br />include a summary of flow reductions and investments completed. If <br />costs for mitigating I/I have not been analyzed, include the <br />anticipated wastewater service rates or other costs attributed to <br />inflow and infiltration. <br />Section 5.1.1 provides a description of <br />potential sources of I/I in the system. A <br />detailed analysis of the extent of sanitary <br />sewer that contributes to I/I has not been <br />completed. Specific evaluations will be <br />performed in the future on an as‐needed <br />basis. <br />Section 5.1.1 discusses the proportion of <br />I/I contribution in the City’s wastewater <br />system based on the EPA Guide for <br />Estimating Infiltration and Inflow (June <br />2014) and flow data from the MCES. <br />Section 5.1.3 and Table 5‐1 provide the <br />City’s implementation plan for preventing <br />and eliminating excess I/I. Almost all the <br />items are currently being performed on <br />an ongoing basis and are planned to <br />continue as such, with annual costs <br />provided. <br />Describe the implementation plan for preventing and eliminating <br />excessive inflow and infiltration from entering both the municipal <br />and private sewer systems. <br />• Include the strategy for implementing projects, activities, or <br />programs planned to mitigate excessive I/I from entering the <br />municipal and private sewer systems. <br />• Include a list of priorities for I/I mitigation projects based on flow <br />reduction, budget, schedule, or other criteria. <br />• Include a schedule and the related financial mechanisms planned <br />or needed to implement the I/I mitigation strategy. Include <br />information related to the City's CIP that pertains to I/I mitigation <br />efforts ‐ pipelining, MH structure sealing, private property service <br />inspection, etc. <br />Section 5.1.3 and Table 5‐1 provide the <br />City’s implementation plan for preventing <br />and eliminating excess I/I. Almost all the <br />items are currently being performed on <br />an ongoing basis and are planned to <br />continue as such, with annual costs <br />provided. <br />Describe your management program for sub‐surface sewage <br />treatment systems (SSTS) to comply with MPCA 7080 regulations for <br />the one noted system in the City. <br />Section 4.3 notes that Chapter 907 of the <br />City Code (Appendix E) requires that all <br />existing buildings adjacent to a sewer <br />main and all new buildings shall be <br />connected to the City sewer system, at <br />which point any existing septic system <br />will be pumped and filled.
