The Plan must include a table or tables that provide the following <br />local system information: <br />• Capacity and design flows for existing trunk sewers and lift <br />stations. <br />o For local sanitary sewer lines 12" and larger that connect to a <br />Metropolitan Interceptor, provide the 2040 design flow and pipe <br />capacity for each connecting trunk sewer and lift station. The Plan <br />must state what percentage of the total capacity of each pipe will be <br />used by 2040. <br />• Assignment of 2040 household and employment forecasts by <br />Metropolitan interceptor facility. <br />o The City is provided regional wastewater service through four <br />individual connections to the regional system. Each is related to a <br />Metropolitan Council Environmental Services wastewater flow <br />meter. They are: M202 (Shamrock Lane & 69th Avenue), M203 <br />(County Road H & East of Edgewood), M208 (Quincey & Hillview), <br />and M212 (County I & St. Michael). The Plan needs to state the <br />hydraulic capacity for each of the local gravity sewers that connect <br />to the regional system at these locations, state the 2040 projected <br />flow, and provide the breakdown of the 2040 household and <br />employment forecasts that are anticipated to be served through <br />these connections. Both the individual 2040 flow projections and <br />2040 growth forecasts need to reflect the totals referenced <br />elsewhere in the Plan. <br />Appendix D provides design flows and <br />capacities for trunk sewers. Table 4‐1 <br />provides design flows and capacities for <br />lift stations. <br />Table 2‐3 provides 2040 household and <br />employment projections by Metropolitan <br />interceptor facility <br />Define the City's goals, policies, and strategies for preventing and <br />reducing excessive inflow and infiltration (I/I) in the local municipal <br />(City) and private (private property) sanitary sewer systems. <br />• Include a summary of activities or programs intended to mitigate <br />I/I from both public and private property sources. <br />Section 5.1.2 contains a summary of City <br />goals, policies, and strategies to address <br />I/I in the system. A summary of activities <br />intended to mitigate I/I is provided in <br />Section 5.1.3. <br />Describe the requirements and standards in the City for minimizing <br />inflow and infiltration. <br />• Include a copy of the local ordinance or resolution that prohibits <br />discharge from sump pumps, foundation drains, and/or rain leaders <br />to the sanitary sewer system. <br />• Include a copy of the local ordinance or resolution requiring the <br />disconnection of existing foundation drains, sump pumps, and roof <br />leaders from the sanitary sewer system. <br />The City’s sanitary sewer ordinance is <br />provided in Appendix E and referenced in <br />Section 5.1.2. It contains a Storm Water <br />section that prohibits discharge of roof <br />drains, sump pumps, and foundation <br />drains to the sanitary sewer system and <br />further requires disconnection of such <br />systems from the sanitary sewer system.
