Projected Housing Need
The Plan needs to include the correct local Affordable Housing Need
Allocation (Need). The correct Need, provided to the City at the time
of a forecast change in spring of 2019, is 27 units affordable at or
below 30% of area median income (AMI), 11 units affordable
between 31 and 50% AMI, and 21 units affordable between 51 and
80% AMI, for a total of 59. For the Plan to be consistent with Council
housing policy, please note that enough land must be guided for the
2021‐2030 timeframe to meet the City's Need.
Affordable Housing Need Allocation
numbers hace been updated to reflect
the forecast change.
Implementation Plan
The Plan must consider the use of all widely accepted housing tools
to be considered consistent with Council housing policy, including
when such tools would be used. The following tools are included in
the Plan, but the Plan does not include information about if or when
such tools would be used by the City to meet their housing needs:
o Fair Housing Policy
o Participation in housing‐related organizations, partnerships, and
initiatives
o Zoning and subdivision ordinances
o Preservation of LI HTC properties
o Housing Improvement Areas (HIAs)
o Tools that preserve private unsubsidized affordable housing
(NOAH Impact Fund, MN Housing, 4(d) tax incentives)
Please note that all tools added to the Plan that the City plans to use
or will consider for use must be connected to housing needs for the
Plan to be found consistent with Council housing policy.
Language has been added on page 3‐9 to
describe when the identified housing
tools would be used by the City to meet
their housing needs.
