Advisory <br />The shorthand for the Mixed Use land use category is variously  <br />shown as MU or MF. This inconsistency should be amended for  <br />clarity.  <br />All MF and MU references have been  <br />amended to clarify the correct land use ‐  <br />Multi‐Family or Mixed Use <br />Comment Response <br />Mounds View is located within the oversight boundaries of the Rice  <br />Creek Watershed District. The City submitted a draft Local Water  <br />Management Plan (LWMP) update to the Council in March 2019.  <br />Council Water Resources staff reviewed and commented on the  <br />draft LWMP to the City and Watershed in a letter dated April 22,  <br />2019. The Plan indicates on page 6‐2 in the Surface Water  <br />Management section of Water Resources Chapter 6 that a full copy  <br />of the LWMP will be included as an Appendix to the Plan when  <br />complete following review by the Rice Creek Watershed District.  <br />•To be considered complete for review, the City needs to submit a  <br />Comprehensive Plan that incorporates the most recent draft LWMP  <br />update that is currently under review by the District. The final Plan  <br />that the City adopts will need to include the final LWMP that the  <br />Watershed had approved, but for our review purposes at this time,  <br />the most recent draft LWMP will be sufficient. <br />Most recent LSWMP has been added to  <br />this Plan as an Appendix. This version was  <br />last updated 9.14.2020 and responds to  <br />the second round of RCWD comments.  <br />Comment Response <br />Historic Preservation <br />All plans must include a protection element for historic sites. Page 2‐ <br />18 states, "There are no historically significant or potential  <br />historically significant sites in Mounds View. Therefore, there is not a  <br />need for any special measures to ensure the protection of  <br />historically significant properties. The City will consider this potential  <br />issue during the normal development review process." The Plan  <br />must provide a policy or protection element for historic sites. On  <br />page 2‐12, the Plan makes reference to the need for restoration of  <br />the historic and iconic Mermaid Statue, yet there are no policy  <br />provisions or protection element in the Plan for historic sites.  <br />A policy addressing historic sites has been  <br />added under goal 3 on page 2‐3, and  <br />additional language regarding historic  <br />preservation added on page 2‐18.  <br />Comment Response <br />Special Resource Protection <br />Housing <br />Surface Water Management
