City of Mounds View 12040 Comprehensive Plan <br />DRAFT November 27, 2019 <br />• Minimize non -local traffic from driving through residential neighborhoods. <br />• Coordinate with Ramsey County and MnDOT to improve traffic flow on <br />County and State Roads. <br />• Improve safety of pedestrian crossings along Mounds View Boulevard. <br />• When considering subdivisions, require additional right-of-way and <br />realignment of off -set intersections along Mounds View Blvd. <br />• Include electric vehicle charging stations and improvements to support <br />innovative modes of transportation in capital improvement projects. <br />Goal 4: Continue to participate in the planning process for any expansion of the <br />Anoka County Airport. <br />• Protect the general airspace for the Anoka County Airport, through <br />regulation of structure height. <br />• Notify MnDOT and the FAA of any proposed construction or alteration <br />that would exceed a height of 200' above ground level at an imaginary <br />surface extending upward and outward at a slope of 100:1 from the <br />nearest point of the nearest runway of a public airport, at least 30 days in <br />advance of a Public Hearing, or City Council action. <br />• Oppose expansion of the Anoka County Airport if it creates noise <br />nuisance or safety related issues for Mounds View residents. <br />Goal 5: Improve major and minor gateway entrances of the city to include <br />improved signage and attractive landscaping (where space permits). <br />ROADWAY SYSTEM <br />The streets in Mounds View mostly create a regular, rectangular grid system. The <br />major exception is Mounds View Boulevard as it cuts through the grid northwest to <br />southeast diagonally from Central Avenue (Highway 65) just outside of Mounds <br />View to I-35W at the opposite corner of the city. This layout creates many angled <br />intersections with the Boulevard. The City is not anticipating any major street <br />expansion projects in the near future, although some street extensions may occur <br />due to subdivisions and development of existing large lots. Some street and <br />intersection reconfigurations and traffic calming installations may also be <br />undertaken to manage traffic. Ramsey County and the City recently completed a <br />federally funded reconstruction of the intersection of Mounds View Boulevard and <br />County Road H.
