City of Mounds View 12040 Comprehensive Plan <br />DRAFT November 27, 2019 <br />OFFICIAL CONTROLS <br />Within nine months of adoption of this Plan, the City shall update its Official <br />Controls (e.g. City Code), such that the Code and this Plan are not in conflict. <br />It is not the City's intent that such amendments (e.g. Zoning Map amendments) <br />create non -conforming land uses, but such conflicts must be considered when <br />balancing property rights, and Goals & Policies of this Plan. <br />Updates to the City Budget, Strategic Plan, and Capital Improvement Plan will <br />be made on a regular basis as follows: <br />• 1-year Budget (updated annually, December adoption) <br />• 3-year Strategic Plan (updated annually, April/May adoption) <br />• 5-year Financial Plan (updated annually, May adoption) <br />Official Controls relevant to zoning, subdivision, water supply, and private <br />sewer systems <br />• Zoning Code: City Code, Title 1100 <br />• Subdivisions: City Code, Title 1200 <br />• Water Supply: City Code, Title 900 <br />• Private Sewer: City Code, Title 900 <br />ZONING CODE <br />Zoning is the primary regulatory tool used by local governments to implement <br />their comprehensive plan. The code consists of the official zoning map and the <br />supporting ordinance text. The official map divides the community into a series <br />of zoning districts and the text describes regulations for the use of land within <br />these districts. Zoning districts in Spring Lake Park are mapped in Figure 7-1. <br />Zoning districts are listed in the following section. Full regulations for all <br />districts can be found in the City's Code of Ordinances §153. <br />Residential Districts: <br />R-1, Single -Family Residential District - The purpose of the R-1, Single -Family <br />District is to provide for low density single-family detached residential dwelling <br />units and directly related, complementary uses. <br />R-2, Single and Two -Family Residential District - The purpose of the R-2, <br />Single and Two -Family Residential District is to provide for low to moderate <br />density one (1) and two (2) unit dwellings and directly related, complementary <br />uses. <br />R-3, Medium Density Residential District - The purpose of the R-3, Medium <br />Density Residential District is to provide for medium density housing in multiple <br />family structures ranging up to and including six (6) units and directly related <br />complementary uses. <br />MOUNDS VIEW <br />Beyond the <br />Yellow Ribbon <br />4c� ' <br />uinc <br />Q.,.
