City of Mounds View 12040 Comprehensive Plan <br />DRAFT November 27, 2019 <br />R-4, High Density Residential District - The purpose of the R-4, High Density <br />Residential District is to provide for high density residential uses and directly <br />related complementary uses. <br />R-5, Mobile Home District - The purpose of the R-5, Mobile Home District is to <br />provide for the planned regulation of mobile homes. Such homes are grouped <br />together due to their particular space requirements, construction and style. <br />Non-residential Districts: <br />B-1 Neighborhood Business District - The purpose of the B-1, Neighborhood <br />Business District is to provide for the establishment of local centers for <br />convenient, limited office, retail or service outlets which deal directly with the <br />customer for whom the goods or services are furnished. These centers are to <br />provide services and goods for the surrounding neighborhoods and are not <br />intended to draw customers from the entire community. <br />B-2, Limited Business District - The purpose of the B-2, Limited Business <br />District is to provide for low intensity, retail or service outlets which deal directly <br />with the customer for whom the goods or services are furnished. The uses <br />allowed in this District are to provide goods and services on a limited <br />community market scale and located in areas which are well served by <br />collector or arterial street facilities at the edge of residential districts. <br />B-3, Highway Business District - The purpose of the B-3, Highway Business <br />District is to provide for and limit the establishment of motor vehicle oriented <br />or dependent commercial and service activities. <br />B-4, Regional Business District - The purpose of the B-4, Regional Business <br />District is to provide for the establishment of commercial and service activities <br />which draw from and service customers from the entire community or region. <br />1-1, Industrial District - The purpose of the 1-1, Industrial District is to provide <br />for the establishment of warehousing and industrial development and use. <br />CRP, Conservancy, Recreation and Preservation District - The purpose of the <br />CRP District is to permit the development of major recreational use facilities <br />on lands uniquely situated in the City by virtue of such factors as access, <br />surrounding uses and adaptability. Such lands may be wholly or partially <br />unsuitable for most residential, commercial or industrial development because <br />of location, surrounding uses, water tables, drainage and soil conditions, the <br />lack of adequate public utilities because of availability or cost considerations <br />and where such developments would adversely impact the flood plains, <br />wetlands and drainageways of the area. Such recreational use development <br />shall be designed to conserve, preserve and enhance the environment, <br />important natural features and resources, forests and woodlands and control <br />density, particularly in areas of the City affected by major highways, airports <br />and other regional areas. <br />PS, Pawnshop Overlay Districts - The purpose of the Pawnshop Overlay <br />District is to allow the location of a Pawnshop as defined by Section 1102.02 <br />MOUNDS VIEW <br />Chapter 7: Implementation 17-4 <br />
