<br />Item 05A <br />Page 13 of 16 <br /> <br />local market, with confidence that the proposed car was will be supported <br />by local residents, and the traveling public, then this use is reasonable. <br /> <br />5. The use is consistent with the purposes of the Zoning Code and the purposes of the <br />zoning district in which the applicant intends to locate the proposed use. <br /> <br />Finding: The use is consistent with the Zoning Code, and the B-3 Highway Business <br />district. <br /> <br />6. The use is not in conflict with the Comprehensive Plan of the City. <br /> <br />Finding: The property is guided Highway Commercial in the Comprehensive Plan <br />(2008). This use is defined as “Land use principally engaged in the <br />provision of goods and services that primarily services customers <br />attracted from a nearby major transportation route. Examples include <br />hotels/motels, drive-in/fast food restaurants, car washes, gas stations, <br />automotive service stations.” <br /> <br /> The proposed car wash is consistent with the this guided land use. <br /> <br />7. The use will not cause traffic hazards or congestion. <br /> <br />Finding: Traffic will access the property from Bronson Drive, a local street. It is <br />most likely that customers will access Bronson Drive from Long Lake <br />Road. This is similar to the previous land use (Snyder’s Drug Store) <br /> <br />8. Adequate utilities, access roads, drainage and necessary facilities have been or will be <br />provided. <br /> <br />Finding: There are adequate sewer/water utilities. Drainage plans will be <br />reviewed by Rice Creek Watershed District and the City, during the <br />building permit review. The applicant proposes to decrease the amount of <br />impervious surface. <br /> <br /> WHEREAS, in permitting a conditional use, the City Council may impose additional <br />conditions which the City Council considers necessary to protect the best interest of the <br />surrounding area or the community as a whole. These conditions are as follows: <br /> <br />1. The applicant shall submit revised plans prior to the City Council’s Public Hearing. <br />Revised plans (Exterior Elevations, p.A201) shall include the percent of materials (brick, <br />natural/cultured stone, glass, masonry stucco, other), such that compliance is <br />demonstrated with City Code, Section 1129.05, Subd 1 (Construction Materials). <br /> <br />2. The car wash shall not operate between 10:00 PM and 7:00 AM. <br />
