Item No: 8D
Meeting Date: January 25, 2021
MOUNDS
IEW Type of Business: CB
1L1'r Administrator Review:
City of Mounds View Staff Report
To: Honorable Mayor and City Council
From: Don Peterson, Public Works Supervisor
Item Title/Subject: Resolution 9385, Approving the Purchase of One (1)
Replacement Dump Truck
Background:
In 2004, the City purchased a Ford Sterling L-8500 Series Dump Truck. This dump
truck, unit #437, has been used to perform many routine Public Works duties such as
snow and ice control, hauling of material and debris, and street maintenance activities
such as asphalt paving.
The City has had the practice of replacing dump trucks on a fifteen -year cycle. This 15
year trade-in period allows the fleet to be economically maintained without having major
repair bills which are not typically recovered in the trade-in values.
Discussion:
Public Works Staff is recommending replacing this unit with a similar dump truck. Public
Works Staff has researched and demo'd trucks available on the State Contract along
with researching the plow components also available on the State Contract.
Upon consensus, the recommended unit is a 2021 Mack GR4213R, single axle unit, with
a Cummins ISL-D 345hp diesel engine, Allison 3000-RDS 6 speed transmission from
Nuss Truck & Equipment which is under the State contract and is in the amount of
$95,232.00, not including license and transfer fees.
In addition to the truck itself, additional equipment and options are necessary to fully
utilize this truck and they include: a dump body, front plow, wing plow, snowplowing light
package, underbody scraper and controls. These items can be purchased and installed
by Towmaster Truck Equipment, under the State Contract in the amount of
$123,800.00. The total for both the truck and plow equipment $219,032.00.
Nuss Truck & Equipment has given the City a quote for a trade-in on unit #437, 2004 L-
8500 in the amount of $22,000.00. This trade-in value speaks highly of the condition of
the truck and the preventative maintenance that has been performed by the past and
current Public Works Staff. The Public Works Department adheres to the practice of
maintaining all of its vehicles and equipment to the best operating condition.
With the deduction of the trade-in the cost for the new truck and plow package would be
$197,032.00 and the current 2021 budget has the replacement set at $200,000.00.
A summary of the proposed truck replacement is as follows:
• 2021 Mack GR42BR Single Axle Truck $95,232.00
• Trade -In of 2003 Dump Truck ($22,000.00)
$73,037.00
