(AE2S) <br />Re: Mounds View — Water Treatment Plant No. 1 Rehabilitation Project <br />February 22nd, 2021 Council Meeting <br />Date: February 22, 2021 <br />BACKGROUND <br />The Public Works Department has many responsibilities including efficiently operating the water <br />distribution system. The system includes (6) wells, an elevated water tower, a ground reservoir, a <br />booster station and (3) water treatment plants (WTP). <br />The water treatment systems have been in operation for over 25 years with no major upgrades or <br />repairs to the system. Routine maintenance has been performed on the well motors and pumps and <br />the operating systems and controls have had only minor repairs. Public Works has discovered that <br />many of the components are obsolete and no longer are available to make repairs. <br />Back on October 3rd, 2016, the Public Works Department, with AE2S, presented the findings of a <br />water production study and water system management program to the City Council. At this meeting <br />staff recommended engineering and bidding for the needed improvements in 2019. <br />The design project started with a pilot study at Water Treatment Plant (WTP) 1 and 3 to verify <br />selections of treatment techniques to meet primary treatment objectives. During initial piloting, the <br />MN Department of Health (MDH) brought it to the City and AE2S' attention that they had exceeded <br />the regulated maximum contaminant level (MCL) for radium at WTP 1. As a result, the rehabilitation <br />of that facility was removed from the original project scope. <br />Design of WTP 2, WTP 3 and Booster Station improvements continued through October 2019. The <br />first project (Contract No. 1) was awarded in early 2020 to Shank Constructors, Inc. To date, WTP 3 <br />has been rehabilitated to substantial completion, the Booster Station is ready for start-up as soon <br />as the new natural gas generator is installed in the coming weeks, and WTP 2 rehabilitation is well <br />underway.
