Item 05A
MOUNDS VIEW
City of Mounds View Staff Report
Item No: 05C
Meeting Date: Feb 22, 2021
Type of Business: Consent
City Administrator Review:
To: Honorable Mayor and City Council
From: Jon Sevald, Community Development Director
Item Title/Subject: Resolution 9396, Approval of a Professional Services contract with
Rum River Construction Consultants
Discussion:
In response to the COVID pandemic, the Community Development Department created a three -
deep contingency plan in the event that any staff members become absent for a prolonged
period of time. In the event that Nick Henly, Building Official, is out on FMLA, the City has
agreements with Spring Lake Park (SLP). In the event that SLP's Building Official is
unavailable, the City had a contract with Rum River Construction Consultants (Resolution
9262), which expired December 31, 2020. Staff is requesting to renew this contract, which will
renew automatically, unless a 60-day notice is provided. The City Attorney has reviewed the
contract.
Rum River served as Mounds View's Interim Building Official for about six months in 2017-2018.
Strategic Plan Strategy/Goal:
Address the property tax levy limitation in the City Charter, educate residents on inflow &
infiltration, & keep the same level of service while monitoring expenses.
Financial Impact:
There is no cost to having a contract. Costs would incur once services are requested, at an
hourly rate.
Recommendation:
Staff recommends approval of the contract.
Respectfully,
Jon Sevald, AICP
Community Development Director
ATTACHED
Resolution 9396
Agreement for Building Official Services
The Mounds View Vision
A Thriving Desirable Community
