PARKS AND RECREATION AND FORESTRY COMMISSION <br />6:30 P.M. I AUGUST 27, 2020 1 MOUNDS VIEW CITY HALL <br />MEETING MINUTES MOUNDS _VIEW <br />1. CALL TO ORDER AT 6:35 PM <br />2. ROLL CALL: Commissioners: Arel, Curry, Kroeger, Palm, Rundle, Sullivan, Zaige <br />Staff: Peterson I YMCA: Thomas <br />3. APPROVAL OF AGENDA: Motion to approve by Palm, 2"1 by Kroeger. Motion Passed 6-0 <br />4. APPROVAL OF MINUTES: Motion to approve minutes from July 23, 2020 by Rundle, 2nd <br />by Curry. Motion Passed 6-0 <br />5. PUBLIC INPUT <br />Citizens may speak to issues not on tonight's agenda. Before speaking, please give your full <br />name and address. Please limit your comments to three minutes. No residents present. <br />6. STAFF REPORTS <br />A. YMCA: See attached report <br />B. Public Works: See attached report <br />7. UNFINISHED BUSINESS <br />A. City Hall Park - T —Ball field: in northeast corner $11,705 for fencing <br />B. Random Park — Playground Rehabilitation Plan: $92,297 including concrete around the <br />playground. Do we add picnic table with or without shelter? With or without concrete base? <br />Need additional trail from parking lot for ADA accessibility. Direct Staff to find out existing <br />picnic table location and costs for adding some. Commissioner Zaiger present. There <br />is a matching grant available from MN/WI Playground for playground equipment that we <br />would need to commit to apply for soon. <br />C. Greenfield Park — Ball field layout and picnic shelters: Infield repair and grading of field -cost <br />staff time. Adding aglime just around home plate, not between baselines and dugouts would <br />not come out of Park Dedication Fund —it would come out of general maintenance/operating <br />budget. New picnic shelter $30,841 installed for ONE. The other could be added later. <br />D. Lambert Park — Hockey Rink — size layout: $40K estimated with LED lighting and new <br />boards to shorten existing rink and put in a pleasure rink on north side. <br />E. Silver View Park — Ballfield screening/netting for outfield fence: $10,895 <br />F. Review Park Dedication Funds and Improvement Plan Worksheet: Current balance is <br />$182,770. Commissioners prioritized the above 5 park improvements. All agree to fix infield <br />grading at Greenfield Park. Could repair south side of Lambert Park rink now and adjust <br />north side in the future. Motion by Palm to move forward with Greenfield ball field repair <br />(in-house cost), Silverview ball field netting ($10,895), and City Hall t-ball field <br />($11,705), as well as repair south end of Lambert hockey rink (cost TBD, but much <br />1 1 P a g e <br />
