<br />chemical room equipment replacement, rooftop exhaust fan replacement, and boiler
<br />system replacement.
<br />In addition to the work to be completed at WTP No. 1, work at Wellhouse No. 1 includes
<br />full electrical, lighting, control panel, PLC, radio, and OIT replacement. This includes the
<br />addition of a VFD to Well No. 1. Contract No. 2 also includes lighting, control panel, PLC,
<br />radio, and OIT replacement at Wellhouse No. 2. Process improvements include select
<br />piping, valve, instrument, and appurtenances replacement for both Wellhouse No. 1 and
<br />Wellhouse No. 2. Water Tower improvements include the addition of a pressure
<br />transducer and control panel to monitor system pressure and tower access.
<br />Alternate 1 — Wellhouse 1 and Wellhouse 2 Ventilation Improvements:
<br />Mechanical and electrical related construction of air conditioning systems within existing
<br />Wellhouse 1 and Wellhouse 2 to provide improved ventilation in these facilities with the
<br />presence of Variable Frequency Drives (VFDs) for the well motors.
<br />Alternate 2 — WTP No. 1 Pressure Vessel Hatch Replacement:
<br />Replacement of one (1) 12" x 16" manway on each pressure filter with 24" diameter
<br />manways. All furnishing, cutting, welding, installation, and recoating costs associated
<br />with hatch replacement are incidental.
<br />The attached Bid Tabulation presents a comparison of the apparent low bid to the Engineer's
<br />Opinion of Total Probable Cost for the project, which was $1,981,500, which included a 10%
<br />contingency. Bids were received from three (3) contractors including American Liberty
<br />Construction, Inc. from Rockford, MN, Rice Lake Construction Group from Deerwood, MN, and
<br />Municipal Builders, Inc. from Nowthen, MN.
<br />Five (5) General Contractors attended the mandatory Pre -Bid meeting, of which, three (3)
<br />responded to the bid opening. All General Contractors that attended could provide a quality
<br />product. The City of Mounds View and AE2S did receive a Bidder Qualification form Municipal
<br />Builders, Inc. who is the apparent low bidder within 24 hours after the bid and feel that they are
<br />qualified to complete the work. The bidder qualification form is attached for reference.
<br />Based on a review of the bids received, pending the City of Mounds View acceptance of the
<br />contract price, and upon all local funding being secured, Advanced Engineering and
<br />Environmental Services, LLC. (AE2S) recommends that the City of Mounds View award the
<br />Base Bid construction contract and Alternate No. 1 and Alternate No. 2 to Municipal Builders,
<br />Inc. of Nowthen, Minnesota. Municipal Builders, Inc. was the lowest responsive and responsible
<br />bidder for a total construction cost (Base Bid Plus Alternate No. 1 and Alternate No. 2) of
<br />$1,827,000.
