:,;n www.ae2s.com April 5, 2021 Mr. Don Peterson Director of Public Works / Parks and Recreation City of Mounds View 2466 Bronson Drive Mounds View, MN 55112 Re: Recommendation for Notice of Award Mounds View WTP No. 1 Rehabilitation City of Mounds View Mounds View, Minnesota Dear Mr. Peterson: Pursuant to the authority of the City of Mounds View and following proper legal advertisement, the bid opening for the Mounds View WTP No. 1 Rehabilitation project was conducted virtually on Wednesday, March 31st, 2021 at 2:00 P.M. via QuestCDN's online bidding portal and publicly read aloud through the City's virtual meeting platform (Zoom). Three (3) sealed bids were received for the project. The bid opening was completed in accordance with the project specifications, opened and read aloud. The project Bid Form consists of the Base Bid which includes a unit price for field coating repair on the interior or exterior of the pressure vessels on a square foot basis, Alternate No. 1 which includes a lump sum for Wellhouse 1 and Wellhouse 2 ventilation improvements, and Alternate No. 2 which includes a unit price for the addition of large access manways on the pressure filter vessels. The Base Bid, Alternate 1 and Alternate 2 are for review and consideration by the City of Mounds View officials. A detailed copy of the Bid Opening Tabulation is attached for your reference. The project consists of the following components. Contract No. 2 - Mounds View WTP No. 1 Rehabilitation Lump Sum Base Bid - WTP No. 1 Rehabilitation: Exterior site improvements to include a modified chlorine delivery zone with a structural retaining wall and loading loading dock. Interior construction consisting of complete electrical, control panel, PLC, radio, OIT, and Well No. 3 motor replacement. I&C programming is not included as part of this Contract. Architectural improvements to include select door replacement and finishes. Process improvements include replacement of select pipe, valve, instrumentation, meter, backwash reclaim pump, and backwash tank sludge removal pump. Chemical feed system improvements include removal of the existing sulfur dioxide system and replacement of the chlorine and fluoride chemical feed systems. Refurbishment of the existing pressure filter including exterior recoating and filter media replacement. Pipes and vessels shall be painted to match WTP No. 2 and No. 3.
