Mounds View City Council June 14, 2021 <br />Regular Meeting Page 8 <br /> <br /> <br />Council Member Cermak explained these funds could only be used to draw people into the <br />community. She indicated the Festival Committee would be very grateful for these funds and could <br />be used to cover the expense of radio spots. <br /> <br /> 2. In Person Council Meetings <br /> <br />City Administrator Zikmund stated the City Council could begin meeting live and in person or the <br />Council could wait another 30 days. It was noted Zoom exceptions would remain in place for <br />Councilmembers or consultants that would need to call in for meetings. He questioned how the <br />Council wanted to proceed. He stated at this time the Council would be back in person the last <br />meeting in July. <br /> <br />Council Member Meehlhause supported the Council going back to live meetings in two weeks. <br /> <br />Council Member Cermak, Council Member Bergeron and Council Member Hull agreed. <br /> <br />Mayor Mueller directed staff to take the necessary action in order to have the June 28, 2021 City <br />Council meeting live and in person. <br /> <br /> 3. Mobile Food Truck Licenses <br /> <br />City Administrator Zikmund stated staff was moving forward with a Mobile Food Truck <br />Ordinance. He explained a local church requested to have a food truck onsite every Sunday after <br />their service. He indicated this led him to have a conversation with Kennedy & Graven to see if <br />there was a way to make this happen faster. He was directed to have the City Council amend the <br />transient merchant portion of the fee schedule for this year. He reviewed the proposed fee noting <br />this was consistent with neighboring communities. He explained staff would continue to work on <br />the proposed Ordinance, but by amending the fee schedule food trucks would be allowed to operate <br />in the community this summer. <br /> <br />Mayor Mueller questioned if the Council could take action on this item at this meeting. City <br />Attorney Riggs supported the Council taking action at this meeting. <br /> <br />MOTION/SECOND: Bergeron/Meehlhause. To Waive the Reading and Adopt Resolution 9436, <br />Approving an Amendment to the City of Mounds View’s Fee Schedule. <br /> <br />A roll call vote was taken. <br /> <br /> Ayes – 5 Nays – 0 Motion carried. <br /> <br />Public Works/Parks and Recreation Director Peterson provided the Council with an update on the <br />water treatment plant upgrades. He noted final punch list items were being worked on and meetings <br />were being held with the contractor. He stated pre-conferences were being held at the end of the <br />month for Phase II of this project. <br />
