She discussed how the population of Mounds View was <br />changing as the schools now had 50% people of color and 40% of its students received free and <br />reduced lunch. She commented on an event that occurred 15 years ago with her father at her <br />daughter’s school and stated she wanted to see the City more actively addressing the racial <br />problems in the community. <br /> <br />Mayor Mueller stated the Council welcomed these comments and stated she would be responding <br />to Ms. Monn individually after the meeting. She reported the Council has met with five different <br />speakers to explore the topic of diversity. She indicated there was much more to come regarding <br />this topic and she understood there were improvements that could be made. She thanked Ms. <br />Monn for sharing her experiences and concerns with the Council. <br /> <br />7. SPECIAL ORDER OF BUSINESS <br /> <br />None. <br /> <br />8. COUNCIL BUSINESS <br />A. Public Hearing: First Reading and Introduction of Ordinance 976, an <br />Ordinance Adopting the Recodification of the Mounds View Municipal Code <br />and Updating the City of Mounds View’s 2021 Fee Schedule. <br /> <br />Assistant City Administrator Beeman requested the Council introduce an Ordinance that would <br />recodify the Mounds View Municipal Code while also updating the City’s 2021 fee schedule. He <br />reviewed the proposed changes in detail with the Council and recommended introduction of the <br />Ordinance. <br /> <br />Mayor Mueller opened the public hearing at 7:06 p.m. <br /> <br />Hearing no public input, Mayor Mueller closed the public hearing at 7:07 p.m. <br /> <br />MOTION/SECOND: Hull/Bergeron. To Waive the First Reading and Introduce Ordinance 976, <br />an Ordinance Adopting the Recodification of the Mounds View Municipal Code and Updating the <br />City of Mounds View’s 2021 Fee Schedule. <br /> <br />Council Member Meehlhause thanked staff for moving the fees to the fee schedule versus having <br />this information within the Ordinance. He stated this was the right direction for the City to move <br />in. <br /> <br /> Ayes – 5 Nays – 0 Motion carried. <br /> <br />B. First Reading and Introduction of Ordinance 977, an Ordinance Amending <br />the Mounds View Municipal Code, Title XV, Chapter 160, Sections 160.198 <br />and 160.218 related to Drive Thru Business. <br /> <br />This item was removed from the agenda. <br />
