MoUrmSViEVV <br />MEMORANDUM <br />to: Mounds View City Council <br />from: Don Peterson, Public Works, Parks, Recreation Director <br />Nyle Zikmund, City Administrator <br />re: July 6, 2021 Workshop — Storm Water Management RFP <br />Purpose of Workshop: <br />1. Educate council on components of our storm water management system; <br />a. Operation <br />b. Regulation <br />c. System Needs/Shortcomings <br />d. Maintenance <br />2. Achieve consensus on issuance of RFP for assessment of system. <br />Background: <br />Along with Police, Fire, Roads, Municipal Water, and Streets; Storm Water Management is one of <br />the core functions of local units of government. Like all other core functions, research and <br />development, innovation, and best practices have evolved since the majority of our storm water <br />system was first constructed starting in the 1970's. <br />From inception, storm water management had migrated from taking the precipitation that falls <br />and conveying away via an underground pipe or ditch as fast as possible to the present theory - <br />taking the precipitation that falls and keeping as much as possible (or historically that stayed) <br />where it falls to achieve the following; <br />• Replenishment of groundwater reservoirs <br />• Reduction in downstream flooding <br />• Reduction in erosion -sediment transporting <br />Director Peterson and Administrator Zikmund are recommending issuance of a Request for <br />Proposal (RFP) that will assess the overall operational functionality of our system for the precise <br />purpose of development of a capital and maintenance plan for the next decade — or longer. <br />Regulation: <br />Few things are more regulated by more agencies than stormwater. If the pond/wetland/lake is a <br />public body of water, as solely determined by the Department of Natural Resources, then they <br />have regulatory control. Public Drainage (ditches) and Storm Water rules are governed by the <br />local watershed, in our case the Rice Creek Watershed District. Other entities that come into <br />play less frequently include the Army Corps of Engineers, DOT, MPCA and Met Council. In our <br />
