case, we will have to work primarily with the DNR and Rice Creek and to a much lesser degree, <br />MnDOT specific to the culverts under US 10. <br />Rice Creek Watershed, like us — has to develop/update their 10 year Water Management Plan <br />2020-2029. That documents (included) details Mounds View comprises 2.2% of the district, <br />Spring Lake is 44 acres and 18' at its deepest point, there are no impaired waters in Mounds <br />View on the impaired waters list, and that the upper 20 miles of the district (which includes <br />Mounds View, is relatively flat with a fall of less than 1 foot per mile. That fact becomes <br />extremely important in maintenance of the public drainage system as it results in very poor <br />drainage. <br />Their plan emphasizes a focus on Public Drainage Systems (ditches) and building partnerships <br />and working collaboratively to manage the overall system. <br />Local Surface Water Management Plan (LSWMP): <br />Local units are required to maintain a LSWMP and update it every 10 years, this is part of the <br />Met Council requirement of having an updated Comprehensive Plan. This is a major component <br />of our Storm Water Management strategy. It details all system components, structures, and <br />most importantly —defines the seven sub -drainage districts that control/manage our stormwater. <br />There are 10 sub -districts total of which 7 are substantive and 3 have one or more significant <br />issues. All of our water eventually makes it to Rice Creek and from thereon, to the Mississippi <br />River. <br />Sub -Districts: <br />35W-1— Business Park North on south to our northern boundary, 35 W on east to Jackson <br />(meandering line) with no substantive issues. Majority of management is accomplished via <br />underground pipe with one small pond. <br />Arden — Major sub district that drains the entire NW portion of the City. Boundary is 851" on <br />north, meandering line north of Hillview on South, near city border on west and Arden Park on <br />east. Major issue with culverts under US 10 filling up with sediment therefore restricting flow <br />and needing removal. These are DOT property and thus, coordination is needed with them. We <br />believe water levels are 8" to 16" higher than they should be and this has contributed to <br />numerous storm water complaints at properties within the City. The storm water management <br />ponds are also above their normal level causing flooding in their immediate area and potential <br />tree mortality. These ponds and the Silver View Pond also have massive invasive specifies of <br />vegetation that should be addressed. <br />Business Park North — Drains the entire park into two ponds along the Blvd on the west side that <br />when full, flow into a culvert under the Blvd and then in pipe to Rice Creek. The east side uses a <br />combination of private and public ponds on —when at overflow; go into pipe down to Rice Creek. <br />There are no substantive issues but there is desire to determine sediment levels in the two <br />ponds along the Boulevard and upgrade the "skimmer" on the west pond. <br />
