Mounds View City Council July 12, 2021 <br />Regular Meeting Page 4 <br />1 Properties, Second Addition; Amending the PUD Narrative for the O'Neil <br />2 Property; and Approving a Development Review for Caribou Cabin; 2404 <br />3 Mounds View Boulevard. <br />4 <br />5 Community Development Director Sevald requested the Council approve the Preliminary Plat of <br />6 Anthony Properties, Second Addition; Amending the PUD narrative for the O'Neil Property; and <br />7 approve a Development Review for Caribou Cabin at 2404 Mounds View Boulevard. He stated <br />8 the applicant is proposing to subdivide a portion of the movie theater parking lot for a Caribou <br />9 Cabin for a drive-thru coffee shop. He reviewed the proposed subdivision in further detail with the <br />10 Council noting the location of the Caribou Cabin. He explained the subdivision requires a public <br />11 hearing. He reported the Planning Commission reviewed this item on July 7, 2021, discussed <br />12 traffic and parking concerns, and recommended approval. He stated the applicant submitted a <br />13 revised Preliminary Plat to the City last week. Staff recommended the project not be approved <br />14 this evening in order to allow staff more time to review these new plans, but that the Public Hearing <br />15 be held. It was noted this item would come back to the Council for consideration on July 26, 2021. <br />16 <br />17 Mayor Mueller opened the public hearing at 7:02 p.m. <br />18 <br />19 Bob King, 7408 Silver Lake Road, asked what the City would be gaining through this project. He <br />20 questioned if the City had considered having a Dunkin Donuts at this location instead. <br />21 <br />22 Mayor Mueller reported this was private property and not City owned property, which meant the <br />23 market would drive the use. Community Development Director Sevald added that it was up to the <br />24 property owner and developer to determine the use on this land. He indicated a park dedication <br />25 would be paid to the City for this project. <br />26 <br />27 Hearing no further public input, Mayor Mueller closed the public hearing at 7:05 p.m. <br />28 <br />29 Mark Krough, Java Companies, stated he was super excited to be bringing the Caribou Cabin <br />30 concept to the City of Mounds View. He noted this would be a drive-thru only coffee shop. He <br />31 believed this use would be a great offsetting use adjacent to Moe's and the movie theater. <br />32 <br />33 Council Member Meehlhause asked if Caribou would manage the cabin or would this be a <br />34 franchise. Mr. Krough reported this site would be managed by corporate. <br />35 <br />36 Council Member Meehlhause requested further information about what it would mean to have two <br />37 Caribou's in Mounds View. Mr. Krough explained each location had different AM traffic patterns. <br />38 He estimated 75% of Caribou's businesses was during the AM peak traffic hours. <br />39 <br />40 Mayor Mueller thanked Mr. Krough for attending this meeting. <br />41 <br />42 MOTION: Meehlhause.
