Mounds View City Council July 26, 2021 <br />Regular Meeting Page 7 <br />1 Mayor Mueller invited the public to participate in story time every other Tuesday at the corner of <br />2 Groveland and Arden. She stated this corner also had two lending libraries with books for adults <br />3 and children. <br />4 <br />5 Mayor Mueller reminded residents to participate in Night to Unite on Tuesday, August 3, 2021. <br />6 She encouraged residents planning an event to register their party with the City of Mounds View. <br />7 <br />8 B. Reports of Staff. <br />9 <br />10 Public Works/Parks and Recreation Director Peterson stated he received notice from the <br />11 Department of Health that the State of Minnesota has entered into a draught warning phase. He <br />12 explained staff discussed this matter and noted Phase II was entered into for water restrictions <br />13 which allowed for odd/even grass watering. He indicated if the draught continues a Tier III phase <br />14 would be entered into, which meant no grass could be watered. He discussed how staff was <br />15 working to preserve water at City parks and the splash pad. He commented further on the <br />16 recommended hours of operation for the splash pad. He requested the Council make a <br />17 recommendation on the hours of operation for the splash pad. <br />18 <br />19 Mayor Mueller questioned if the City Council would be notified if the City were to move to Tier <br />20 III. Public Works/Parks and Recreation Director Peterson reported information would be posted <br />21 on social media and on the City's reader board. <br />22 <br />23 MOTION/SECOND: Meehlhause/Cermak. To reduce the splash pad hours of operation from <br />24 10:00 a.m. to 1:00 p.m. and 4:00 p.m. to 7:30 p.m. per staff s recommendation. <br />25 <br />26 Ayes — 5 Nays — 0 Motion carried. <br />27 <br />28 Community Development Director Sevald discussed the second quarter report from the <br />29 Community Development office with the Council. He noted revenues remain flat, which was not <br />30 a surprise or concern. He explained he had another sketch development plan that would be <br />31 reviewed by the Council in August. <br />32 <br />33 City Administrator Zikmund reported the Charter Commission would be meeting on Tuesday, July <br />34 27, 2021. He noted he would provide the Council with a summary from this meeting on <br />35 Wednesday of this week. <br />36 <br />37 1. Veterans/Memorial/Public Safety Park general discussion <br />38 <br />39 City Administrator Zikmund requested the Council consider both cost and plans for a <br />40 Veterans/Memorial/Public Safety park. He stated a committee would be formed to plan for this <br />41 park and staff was working on an application. He indicated staff would have further information <br />42 regarding this committee for the Council to consider at a future worksession meeting. He <br />43 recommended that a Council liaison not serve on this committee. He then discussed several areas <br />44 in the community that the memorial park could be located. <br />45 <br />46 C.
