Mounds View Planning Commission August 4, 2021 <br />Regular Meeting Page 2 <br />________________________________________________________________________ <br /> <br />5. Planning Cases <br /> <br />A. PUD Concept Plan Review - 2840 Mounds View Boulevard & 7861 <br />Groveland Road <br /> <br />Community Development Director Sevald stated Sabry Sharara (developer) is requesting a <br />concept plan review of a Mixed-Use Planned Unit Development (PUD) to be located at 2840 <br />Mounds View Boulevard (former Simons/ABC Liquor), and 7861 Groveland Road (EDA <br />property) . The project includes a four-story building, with Mounds View Family Dental <br />(relocated) and retail (speculation) on the first floor, and apartments above (market rate). A <br />Concept Plan does not have the level of detail expected for a Development Review. The intent is <br />for the Planning Commission/City Council members to provide individual opinions of the <br />project. There is no formal Resolution or approval. These opinions will assist the developer in <br />refining plans before submitting a formal application. Staff commented further on the concept <br />plan and requested feedback from the Commission. <br /> <br />Commissioner Farmer questioned what type of retail use could fit into 1,500 square feet. <br />Community Development Director Sevald explained a commercial office use may be a better fit <br />for this size space. <br /> <br />Commissioner Nelson asked what was meant by retail amenity. Community Development <br />Director Sevald deferred this question to the developer. <br /> <br />Kevin Green, T&L Green Architects, explained the amenities could include gym services, <br />beverage or coffee stations. He reported the retail space could be a cell phone provider or other <br />vendor. <br /> <br />Commissioner Stevenson questioned if the development was properly parked given the proposed <br />retail space. He recommended the developer provide proof of parking if the proposed parking <br />did not meet the sites needs. <br /> <br />Commissioner Stevenson suggested a trail that runs through the property that expands from <br />CVS. He indicated this trail could possibly be provided in lieu of park dedication. <br /> <br />Commissioner Nelson asked how many of the trees can be saved. Mr. Green reported a full <br />survey of the site would be needed along with a better understanding of the property setbacks in <br />order to fully design the property. <br /> <br />Commissioner Nelson commented the south end of the project abuts a private home that would <br />be looking at the back end of garages. He recommended proper screening be put in place to <br />buffer the building from the adjacent residential home. <br /> <br />Chair Rundle inquired if these would be market rate apartments. Mr. Green stated the units <br />would be market rate. <br />
