Resolution 9465 <br />Page 2 of 4 <br />Relationship to the Comprehensive Plan. <br />Finding: The project area is guided Mixed Use (2040 Comprehensive Plan; "The <br />City of Mounds View seeks to achieve Mixed Use Districts by... <br />...Demanding high quality design to ensure compatibility between <br />residential and commercial uses. Creating attractive, community -oriented <br />development that positively reflects on the identity and quality of life in <br />Mounds View " (Comprehensive Plan, p. 2-9, 2-10). <br />A. The proposed amendment to the PUD Narrative to reduce building <br />foundation setbacks is consistent with the Comprehensive Plan. <br />B. The proposed amendment to the PUD Narrative to allow a fence <br />within a front yard to exceed 48" (specifically, 60" around pet <br />exercise area) is consistent with the Comprehensive Plan. <br />C. The proposed amendment to the PUD Narrative to allow a fence <br />within a front yard to exceed 48 " (specifically, 8' tall panel fence <br />around portions of the patio) is consistent with the Comprehensive <br />Plan. <br />2. The geographical area involved. <br />Finding: The geographical area has been considered. <br />3. Whether the use will tend to or actually depreciate the area in which it is proposed. <br />Finding: There is no evidence that the proposed amendment to the PUD Narrative <br />will affect property values, or depreciate the area. <br />4. The character of the surrounding area; and <br />Finding: A. The proposed amendment to the PUD Narrative to reduce building <br />foundation setbacks is consistent with the surrounding area. The <br />deviation is minimal (6" on the east, and 2.5' on the north), and is not <br />visibly noticeable. <br />B. The proposed amendment to the PUD Narrative to allow a fence <br />within a front yard to exceed 48" (specifically, 60" around pet <br />exercise area) is consistent with the character of the surrounding area <br />along Edgewood Drive. <br />C. The proposed amendment to the PUD Narrative to allow a fence <br />within a front yard to exceed 48 " (specifically, 8' tall panel fence <br />
