Item No: 08C, D & E <br />Mot s �� Meeting Date: August : 21 <br />Type of Business: <br />s: CB <br />Administrator Review: <br />amity of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Nyle Zikmund, City Administrator <br />Item Title/Subject: Public Hearing, Resolution 9459, Approving On -Sale <br />Intoxicating Liquor License; Resolution 9460, Approving a <br />Class B Restaurant License and Resolution 9461, Approving <br />an Amusement Device License for American Multi -Cinema, Inc. <br />for the property located at 2430 Mounds View Boulevard <br />Background: <br />In accordance with Chapter 110 of the Mounds View City Code, a public hearing is required <br />for any liquor license issued. American Multi -Cinema, Inc. (AMC) has applied for an on -sale <br />intoxicating liquor license to sell beer and wine at the Mounds View 15 Theater. In addition, <br />they are also requesting a Class B Restaurant License and an Amusement Device License <br />(Dean Superior Vending is the applicant). Public hearings are not required for these two <br />licenses, however, City Council approval is required. <br />Discussion: <br />As you know, New Vision Theaters was the previous operator of the Mounds View 15 <br />Theater. The business did not reopen after its closure due to the COVID-19 Pandemic in <br />2020. The business was sold to AMC, Inc. who opened its door for business on Friday <br />August 6, 2021. The previous business was issued a license to sell alcoholic beverages on <br />site for enjoyment during a movie. AMC too is requesting a liquor license to sell beer and <br />wine behind a counter for patrons to bring to their seats. AMC, Inc. has submitted all required <br />liquor license application materials and fees (which includes Sunday Sales and an optional <br />2:00 a.m. liquor license). Currently their hours of operation are 4:00-8:00 p.m., however, <br />they are looking to expand their hours as they continue to hire and monitor the COVID-19 <br />situation with late night release times scheduled once things get back to normal, hence the <br />optional 2:00 a.m. liquor license. Also, the Certificate of Insurance provided expires <br />01/22/2022 so we are working with the applicant to get a certificate that continues through <br />the entire license period, 06/30/2021. <br />A public hearing notice was published in the August 3, 2021 edition of the Shoreview Press <br />and notices mailed to property owners located within 350 feet of the theater property. <br />A Class B Restaurant License is required due to their extended menu (attached). These <br />foods items are prepared and served on site for patrons to either sit at a table in an open <br />area near the concessions or bring back to their seats. Ramsey County Environmental <br />Health conducted an inspection of the concession area and a food service license was <br />issued. <br />As in previous years, an amusement device license for this site is being requested. Dean <br />Superior Vending is the applicant and is requesting a license to provide 17 various machines <br />that will be located in a small arcade room adjacent to the concession area.
