MOUNDS VIEW <br />Item No: 8G <br />Meeting Date: August 23, 2021 <br />Type of Business: CB <br />Administrator Review: <br />City or Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Don Peterson, Director of Public Works/Parks and Recreation <br />Item Title/Subject: Resolution 9462, Request a variance from Street design Standard <br />for State Aid Road <br />Background/Discussion: <br />The City is in the process of rehabilitating streets throughout the City that were not included <br />in the 2007 Street Rehabilitation Plan. <br />Area K project area includes Spring Lake Road from County Road I to Hillview Road (map <br />attached). This section of Spring Lake Road is approximately 1,584 feet in length. The <br />street has a bituminous pavement surface measuring 28-feet wide average, with no <br />concrete curb and gutter. Spring Lake Road was originally constructed in 1967 and is a <br />Minnesota State Assistance Road or MSA street. MSA designations qualify funding from the <br />State for reconstruction. <br />Discussion: <br />The City Council approved Stantec to perform engineering services for the street project at <br />the April 12, 2021 City Council meeting, Resolution 9420. During the preliminary design <br />phase and working with the Minnesota Department of Transportation - State Aid, a portion of <br />Spring Lake Road does not meet the design standards for State Aid and requires a variance <br />for design. Specifically one existing horizontal design curve, within the Right of Way meets a <br />design speed of 20 mph. Challenges prompting this variance request include the existing <br />offset location of the roadway within the Right of Way, existing Right of Way width, proximity <br />of Spring Lake, proposed typical section, and potential needs for Right of Way acquisition. <br />Strategic Plan Strategy/Goal: Maintain and Plan for Infrastructure Improvements. <br />Financial Impact: No Financial Impact to 2021. <br />Recommendation: Staff recommends the City Council adopt the attached Resolution <br />approving the request for a variance from the Minnesota Department of Transportation State <br />Aid Operations Rules Chapter 8820.9936 (Minimum Design Standards, Urban; New or <br />Reconstruct Projects) to allow 20 mph minimum design speed in lieu of 30 mph design speed. <br />Respectfully submitted, <br />L -- <br />Don Peterson <br />Director of Public Works/Parks and Recreation <br />The Mounds View Visioi. <br />A Thriving Desirable Community <br />
