single family lots suitable for higher value homes. This would be the largest creation of
single family lots since the Hidden Hollow development in 2012.
As part of the follow up to our substantive discussion and initiative on developable
properties, staff sent letters to other potential infill sites. Response was underwhelming
and what little was received, indicated no interest at this time.
Council has provided public subsidies over the years for commercial/industrial and
multifamily projects. Council has not had a situation/opportunity for single family, this will
be the first. Similarly, this will be the first condemnation action council has taken.
If council is persuaded on the equity issue, Council can absorb part or all of the costs
associated. Petitioners have shared further concern in that the process is wholly
controlled by the governmental subdivision (per statute), with no input into the process by
petitioners, who then are required to absorb whatever costs occur. Assuming a $60,000
figure, condemnation would add $5,000 per lot.
Next Step:
Workshop is for discussion, not decision. Council should discuss and seek clarification
where needed. Staff will bring forward a formal resolution based upon the discussion
that occurs.
Respectfully submitted,
Nyle Zikmund
City Administrator
The Mounds View Vision
A Thriving Desirable Community
