23:19 —Terri Hougen — 8340 Spring Lake Road I am a tree lover, I hate to see trees go, but a lot of <br />people walk and bike, still have strollers on the street, we unfortunately we need a sidewalk for safety. <br />We have tons for traffic than we used too and I would say at least half the traffic is speeding. Question, <br />why is the bike path suggested for the west side, if it was on the east side it would hook up with Ardan <br />which can steer people crossing Spring Lake Road. And why do we need the boulevard from the grass to <br />the curb and then the sidewalk over here, why can't it look like Ardan does? <br />DP — it certainly can, I know just that's what has been proposed. 24:09 <br />24:16 — Michelle Dreier 7830 Spring Lake Road — Wanted to concur with Scott, a previous speaker - with <br />looking at the measurements, even if there is no boulevard between the trail and road. I don't think <br />there is enough room between the road and Spring Lake unless you're going to fill in the flood plain, I do <br />not think there is enough room for it — an 8' trail, I would have to see the stakes. But I would revisit <br />that and take a measurement. I also have a concern regarding the water levels on Spring Lake. We <br />talked about Rice Creek but the water levels in Spring Lake are receding and I am wondering if there <br />have been any studies as to how the collection of all the water in the storm and gutter is going to effect <br />the water levels in Spring Lake. As someone that lives on the lake, the water levels from October last <br />year to the snow melt to this year went down drastically. And because were in a drought throughout <br />the summer the water levels have continued to recede to the point where it's getting a bit alarming how <br />far the lake goes out. Just something to consider as we move forward if we are collecting more water <br />into the storm sewers and it's not going into the lake, yes we have no pollutants going into the lake but <br />are we going to lose the lake. 25:42. <br />DP — Why are we looking at the west or east side — I don't recall. <br />Tyler — Typically the power poles, west side has the utilities <br />Question — Can you put it underground? <br />DP/Tyler 0 IF you pay for it. Reason is we looked at the utility poles and if we put it in. We could put it <br />underground but we would have to pay for it. That's how it works, city has to pay for it, and it is quite <br />costly. Reason trail is being proposed with the boulevard is for watershed reasons, if you provide that <br />green space between the trail and roadway it does not increase your impervious surface footprint for <br />calculation of whether or not you need to do rain gardens and if we do put trail back of curb we are <br />going to end up triggering rain gardens throughout the entire project. That's one of the things were <br />trying to mitigate in the preliminary plan, <br />Kathy Smith —The city can apply for a variance to go outside of MNDOT standards, you did it for the <br />speed on the curve. 28:06 <br />29:05 — Richard Oehlenschlager 7545 Spring Lake Road — Lived there since 1978. I am concerned were <br />losing a lot of our aesthetics because of the beautiful trees that are over 100 years old and in addition to <br />that the root disturbance from any of the other surrounding trees that I have can spread and wipe out <br />my entire grove of pin oak (Latin name), those are threatened because I am going to lose some for sure <br />and suffer for sure because of his project.
