environmentally unsound. And 2, when I questioned the surveyors who came out and they said this is a
foregone conclusion, it's a done deal and how much did them surveyors cost?
DP — Will have to go back and look at the bill, do not have that off the top of my head. And if they
surveyor told you that, it is wrong, it is not a done deal. The city council makes the final decision.
RO — It sure sounds like it has been.
DP — No sir. 30:20
DP — I am going to ask you if you have comment or question to come forward. This is really to get
feedback from you on the project. If you want to voice and have the council hear it you need to go a
council meeting to have them hear your passion about this project. Staff does not make the decision
whether or not this project moves forward. We take the information we receive from you, your
concerns and we forward those and give those to the city council. I understand the passion, I
understand the concern. We will bring that forward to the council, they will make that final decision
and give staff the direction. Whether that is including the trail or coming up with a different design of
the street. I can also tell you that we cannot let that street go. If that street — ultimately if you as the
residents decide to let this street go and that's the council direction, that is not sustainable. 1999 until
now — 20 plus years, if we wait another 20 years that road will be completely gone. Why do I say 20
years, I already mentioned that 5 year CIP, we have to go back to other streets, and start reconstructing
those for mill and overlay. That impacts the funding and the money we set aside, that the city council
sets aside. That means that this street will drop to the bottom of the list. Because even after this we
have other streets that we have to get to. We place these in order based off those pavement rating
indexes, based off the City Council direction to us. Now, if the passion that you're showing hear, I would
tell you again that you need to show that to the city council, they're the ones that make the decision.
This is not a city council meeting though, you have to do this at a formal city council meeting. This
meeting is designed specifically to get questions about the project and to hear some of those concerns.
32:52
32:57 Joel Kvamme 8477 Spring Lake Road Far north of SLP Road since 1975. I moved because of the
stand of red oaks that were part of that environment in those years and I have lost 11 mature oaks. But
I have planted 51 trees since then and I enjoy that environment. I am on the east side, would that trail
extend that far north, I am just 3 houses south of County Road J?
DP —The proposed trail goes all the way from County Road J to County Road H2.
My sympathy with my neighbors on the west side, if it is on the West side I breathe a sigh of relief. If it's
on the east side I do have about 9, no 5 mature trees that may be in peril of the 8 foot extension in my
direction. That would be pretty tough to take. I live in Mounds View because of greenery, trees and
relative tranquility so a major concern that I have about this project is that any widening of a very busy
artery, already would invite, I suspect, even more traffic. Lot of people come from the north, they get
off Highway 10 to avoid a terrible intersection at J and 65. They cut down Spring Lake Road to Mounds
View Blvd. The rush hour is significant on the North end and any invitation to even more traffic is
something I rather wary of and I think it is a safety issue for us to put it up into that kind of situation.
Maybe I should be talking to council, I am not sure to whom these points should be made but that's my
thoughts. 35: 10
25
