48:11 Steve Duncan 7821 Spring Lake Road — I inherited the property, I have been there for 61 years,
the house was built in 1938, its one of the first homes on Spring Lake. One of the gentlemen that came
up here lives adjacent to my property and is talking about, he would lose half his front yard, I live right
next door to him, the gentleman that was talking about his driveway goes underneath his home, lives
across the street from me, so you can see it's on the corner where Spring Lake comes down and turns
onto the lake. So the road is between my home and the lake. With this project, if they expand it, to
include a gutter system and sidewalk or pathway, on the east side I would lose 95% of the trees on my
property, there is absolutely no room for expansion on that road and quite frankly, in all the 65 years
that I have been there, I have never seen a water problem unless there is an ice dam on the water drain
that is in front of my home. Other than that, the road is in really good shape, there are no potholes, the
road is in excellent shape, in fact they just did all the markings for the side and center line. My point is,
more directed to some of the statistics, first of all, this statistic from Hillview Road to County Road I,
which I am in the middle of I would really like to, my thoughts are that's absurd — I just can't see 1,000
cars running past my home on a daily basis. I have been there for 65 years, I just don't see that kind of
traffic. As far as foot traffic, I live walking distance to Spring Lake beach, and, since the water table/
level have been so low on Spring Lake, for years, the beach has been closed so it eliminated most of the
traffic. We do see traffic on County Road I, that sidewalk — so, with that said, if they were going to put a
walkway on Spring Lake Road, it would meet with the walkway on County Road I, which would put that
walkway on the west side, on the lake side. However, I will go with the guy that said his property/
driveway goes under his garage his home, that part of the street does not accommodate for that, it's
just not wide enough. Of course none of these are questions, these are all comments in my opinion, I
just don't see the need for this kind of an update and project. Thanks for listening. 51:37
38:38 — Brian Kaden 7675 Spring Lake Road — I have called you I believe, I called the mayor and I called
the Deputy Chief of Police to complain what I think about are the traffic problems on County Road I, not
necessarily Spring Lake Road per sea. But one of my biggest concerns about a trail is where it would
connect with County Road I trail across from where the waterworks pipes run underneath. Due to
traffic issues on County Road I and what I have observed over almost 30 years of living there, this
coming May it will be 30 years that I have owned that house. There was a year and a half, I told you
during our conversation that I was disabled and had not a lot better to do but look at the lake and look
at the traffic and by my observation approximately 1/3 of the people run that stop sign. I have a real big
issue with safety of having only a marked crosswalk at that stop sign. At one point in my life, when I was
told by a former Chief of Police that there have no deaths, no injuries, no accidents and we have to put
our resources elsewhere in the city. I get that, I could just complain, but last Friday night, shortly after it
got dark my daughter whose in the back there said, "dad, why is that truck in our yard?" and I looked up
and it wasn't a truck, it was a semi, and it was more than 8' on my property on County Road I past the
landscaping rocks I have out there. That's one of many stories I could tell you and if there was a walking
trail or crosswalk over there, well; you know what could happen. Anyway, that would be a good thing to
bring up to Parks meeting that they should hear a story like that. That guy ran right thru the stop sign,
he was either sleeping, drunk, or playing with his phone driving with a Class A license or whatever they
have, not a good idea. Couple other questions I have for you, when they take these traffic counts you
mentioned that they don't like to do it when buses is on the road because that messes up , average.
That's nine months out of the year, I not a statistician, but that's over half the year.
26
