In July 2021, the <br />property was purchased by Andrei Bornov, BBAK Ventures, LLC. Mr. Bornov plans to renovate <br />the building for multiple tenants. The current discussion is for; (1) an event center; (2) kennel <br />boarding; and (3) grocery store. There are challenges regarding zoning and parking. In order <br />for the proposed tenants to move forward, either the City Code must be amended or the <br />property re -zoned, and Variance obtained to reduce required parking, and/or CUP for shared <br />parking... It's complicated. <br />The intent of this discussion is to make the Council aware of Mr. Bornov's intentions, and to <br />request direction from the Council on which direction(s) to pursue, prior to investments being <br />made in building renovations. On -site parking will be a challenge no matter the use(s). Thus, <br />this issue should be addressed sooner rather than later. <br />Alternatively, the Council may direct that all parking be on -site, limited to the existing 11 parking <br />stalls (no on -street parking), thus, limiting practical uses to those which have little demand for <br />parking, and high demand for storage (e.g. Tires N'More). <br />Discussion: <br />The property is zoned B-2 Neighborhood Business, is 0.43 acres in size, includes a 6,000 sq ft <br />building, four -car detached garage, and 11 parking stalls in front of the building. On the side is <br />angled parking, 12' in depth whereas 18' is required (Cars hang out into the street. This is not <br />permitted). There is on -street parking on the east side of Adams Street (in front of Cross of <br />Glory Lutheran Church), and no parking on Groberg Street (side street). <br />The B-2 district is intended for retail or service businesses, providing goods and services on a <br />community scale. <br />Event Center (2,500 sq ft, 25-50 person capacity) <br />1. An Event Center (e.g. private rental space) is not specifically addressed in the Municipal <br />Code, but is interpreted to be a "Public or semi-public recreational buildings and <br />neighborhood or community centers....", which is a Permitted Use in the B-3 district. <br />2. Requires rezoning from B-2 to B-3; or an amendment to allow this use in the B-2 district. <br />3. Requires 13 parking stalls, one parking stall for every 4-person capacity.' <br />Kennel Boarding (1,500 sq ft) <br />1. Animal Boarding Facilities are a Conditional Use2 (CUP) in the B-2 district, provided <br />mitigation of noise and odors. Outdoor exercise areas must be supervised. <br />2.
