Item 09B <br />Page 2 of 3 <br />Grocery Store (1,000 sq ft) <br />1. Permitted use in the B-2 and B-3 districts. <br />2. Requires 7-10 parking stalls.' <br />Summary <br />If the three tenants are established, 35 parking stalls are required, whereas 11 are available. <br />Along the east side of Adams Street, there is capacity for 10 or 11 vehicles adjacent to the <br />church. The Municipal Code does not consider on -street parking toward meeting parking <br />requirements. The Council may approve a CUP for joint off-street parking if within 300', if a <br />parking easement or agreement is obtained from the church (has not been discussed with the <br />church).' <br />If comparing the proposed uses to similar businesses in Mounds View, the Mounds View Event <br />Center will fill its parking lot on weekend nights (e.g. weddings), and is unused most weekdays. <br />KinderCare has 15 parking stalls, and uses most during pick up & drop off (a kennel will not <br />have the same concentrated busy times). Filipino Village has 18 stalls (1 per 277 sq ft), and <br />uses 2-6 stalls. Using this ratio (1:277 sq ft), 4 stalls should be adequate for a 1,000 sq ft <br />grocery store. <br />In other words, the existing 11 parking stalls should be adequate for the proposed kennel and <br />grocery store. The Event Center will be dependent upon on -street parking, and shared parking <br />with the Church. None of this complies with the Municipal Code.
