ESL <br />October 25, 2021 <br />Mr. Nyle Zikmund <br />City Administrator <br />City of Mounds View <br />2401 Mounds View Boulevard <br />Mounds View, Minnesota 55112 <br />nyle.zikmund@moundsviewmn.org <br />Dear Mr. Zikmund: <br />The purpose of this letter is to outline a potential scope of work to be undertaken by CSL to conduct a feasibility analysis <br />for a potential new youth and amateur sports complex in Mounds View, Minnesota. The purpose of this letter is to outline <br />a potential scope of work and associated fees related to a study we could undertake at your request. We are excited <br />about the opportunity to assist you and other stakeholders with these evaluation and planning issues. <br />PROPOSED SCOPE OF WORK <br />The proposed scope of services outlined herein is comprised of a study process we have successfully implemented for <br />similar projects throughout the country. We would look forward to further discussing any specific study preferences or <br />alternatives you may have for this project. The primary tasks are outlined below, followed by a more detailed description <br />of the study effort on the subsequent pages. <br />Task 1. Kickoff, Project Orientation, Tours and Interviews <br />Task 2. Economic, Demographic and Destination Analysis <br />Task 3. Industry Characteristics and Participation Trends Analysis <br />Task 4. Competitive and Comparable Facility Analysis <br />Task 5. Market Outreach, Interviews and Surveys <br />Task 6. Facility Recommendations and Utilization Analysis <br />Task 7. Cost Analysis <br />Task 8. Economic Impact Analysis <br />Task 9. Preparation and Presentation of Final Report <br />An outline of the specific steps and components of each of these tasks is provided below and on the following pages. <br />Task 1. Kickoff, Project Orientation, Tours and Interviews <br />As an initial task in the engagement, we will work with City of Mounds View representatives and other key stakeholders <br />to establish the specific project goals and timeframe. An initial planning meeting will take place to collect pertinent <br />project data and to identify the local organizations, officials and others that we will need to meet with at the study's <br />outset. This is a critical first step, and we will spend several days in the community conducting local interviews, reviewing <br />existing data and visiting existing area youth/amateur sports facilities, visitor industry/hospitality infrastructure and other <br />amenities. We expect to undertake in -person travel, however, should health concerns surrounding the current COVID-19 <br />pandemic prevent or limit an in -person visit, we would work with you and other stakeholders to conduct telephone and/or <br />video conference calls. <br />We will connect with key project stakeholders to obtain background information related to the project. These interviews <br />could include individuals such as elected and appointed City representatives, current and potential new youth and <br />amateur sports complex users and user groups, area hoteliers, hospitality and service industry representatives, and other <br />community groups and stakeholders.
