M0U--N-DtSVVfE-W <br />City of Mounds View Staff Report <br />Item No: 5.D. <br />Meeting Date: November 8, 2021 <br />Type of Business: Consent Agenda <br />Administrator Review: <br />To: Honorable Mayor and City Council <br />From: Nyle Zikmund, City Administrator <br />Item Title/Subject: Resolution 9486, Approving MOU with MV Police Foundation for <br />Lease of COP House <br />Background: <br />As a component of the search and hiring of Chief Harder, Council established a goal, which has <br />subsequently been reinforced in the 2020-2022 Strategic Plan, of a robust outreach program for the <br />Mounds View Police Department. To that end, the police department has close to a dozen outreach <br />programs, some of which (Rock Well) are used multiple times during weather friendly months. <br />Discussion: <br />Upon hearing of Cop Houses in Racine, WI and St. Cloud, MN, Chief Harder formed a coalition with the <br />Mounds View Police Foundation and Colonial Village with a goal of having an officer reside in their <br />community. After more than a year of discussions and negotiations, an agreement was reached with <br />Colonial Village on a unit. Council discussed cost sharing of the lease at a budget workshop allocating <br />up to $9,000.
