Meeting Date: November 8, 2021 Type of Business: Council Business Administrator Review: To: Honorable Mayor and City Council From: Nyle Zikmund, City Administrator Item Title/Subject: Resolution 9484, Approving Consulting Contract with CSL for Market Research of Community Center Expansion Background: As part of the Mounds View Strategic Plan adopted in 2020, Council and Staff have endeavored to provide services desirable by residents with a concentrated focus on Mounds View Boulevard. As the largest property owner on the Boulevard, which includes amenities such as the Splash Pad, City Hall Park, and the Community Center, Council has been exploring expansion of the Community Center as a tool to further unite residents and drive economic activity in our community. Discussion: Talk of expansion for the Center has occurred over the years which culminated at the November 1, 2021 workshop when council viewed plans of a three gymnasium expansion with additional remodeling on other parts of the building. Consumer Sports Limited International (CSL) is the recognized industry leader in the nation and presented to Council at their November 1, 2021 workshop on the services they provide, economic analysis of proposed projects to determine fiscal viability. Council also heard from representatives of the Libby Law firm which specializes in Governmental Relations with a goal of securing State Bonding Money. Finally, Council viewed and discussed a presentation from Johnson Controls with provides construction and smart building technology. To further the project validity, staff recommending engaging with CSL International to provide a market analysis for fiscal viability and engaging with the Libby Law Firm to provide consulting services to prepare a proposal and provide services to secure State Bonding money with a target of the 2024 Bonding bill. Strategic Plan Strategy/Goal: Create and maintain a positive business environment. A progressive city that is welcoming and desirable destination for all cultures, who seeks progress thru partnerships, and a place where residents can work, live, and play safely. Financial Impact: None. Recommendation: Staff recommends approval of Resolution 9484, authorizing execution of a contract with CSL International to conduct a market analyses of a three gym expansion and remodel of the Mounds View Community Center.
