RESOLUTION NO. 9484 <br />CITY OF MOUNDS VIEW, MINNESOTA <br />APPROVING CONRACT WITH CSL INTL. TO CONDUCT MARKET RESEARCH SPECIFIC <br />TO COMMUNITY CENTER EXPANSION AND REMODEL <br />WHEREAS, the City of Mounds View has a strategic goal of being a welcoming and <br />progressive community; and <br />WHEREAS, the City Council adopted a strategic plan in 2019 for years 2020-2022 that <br />focused on Mounds View Boulevard; and <br />WHEREAS, the City of Mounds View is the largest property owner on the Boulevard <br />and talk of expanding the Community Center has occurred over the last five years; and <br />WHEREAS, the City Council spent time at workshop earlier in 2021 and committed a <br />majority of the November 1, 2021 workshop to a three gym expansion and remodel which <br />would potentially lead to regional activity resulting in further investments by the private sector o <br />enhance and build upon existing entertainment and retail offerings; and <br />WHEREAS, a project of this scope has viability in acquiring state bonding money which <br />would finance 50% of the project; and <br />WHEREAS, the City Council received a proposal from CSL International, the <br />recognized leader in economic analysis of youth and amateur sports facilities, a key <br />component of a bonding request proposal. <br />NOW, THEREFORE BE IT RESOLVED, by the City Council of the City of Mounds View, <br />Ramsey County, Minnesota that the City Approves entering into an agreement with CSA <br />International, not to exceed $49,500; to conduct a market research/economic analysis or an <br />three gym expansion and remodel of the Mounds View Community Center. <br />Adopted this 8t" day of November, 2021 <br />Carol A.
