Fire Chief Smith explained he would provide staff with a written statement that could be posted on the website. 8. COUNCIL BUSINESS A. Resolution 9476, Approving the Final Steps for Storm Water Management and the City of Mounds View becoming the Local Governing Unit (LGU). Public Works/Parks and Recreation Director Peterson requested the Council adopt a Resolution approving the final steps for Storm Water Management and the City of Mounds View becoming the Local Governing Unit (LGU). He reported the City has been working on this matter for the past two years. He discussed the rules that would be followed with Rice Creek and noted the City was becoming the LGU to make the process of receiving a permit easier. Staff commented further on the Resolution and recommended approval. Council Member Bergeron thanked staff for all of their work to get the City to this point. MOTION/SECOND: Bergeron/Meehlhause. To Waive the Reading and Adopt Resolution 9476, Approving the Final Steps for Storm Water Management and the City of Mounds View becoming the Local Governing Unit (LGU). A roll call vote was taken. Ayes – 5 Nays – 0 Motion carried. B. Public Hearing: Resolution 9475, Approving a Text Amendment to the 2040 Comprehensive Plan. Community Development Director Sevald requested the Council approve a text amendment to the 2040 Comprehensive Plan specific to density within the Mixed Use designated areas changing the ceiling from 30 units per acre to 50 units per acre. He discussed the proposed change in further detail with the Council and recommended approval. Mayor Mueller asked if the number of units per acre could be amended through a CUP versus having to amend the Comp Plan. Community Development Director Sevald discussed how the Comp Plan guides the density and future development for the land in the community. He explained the goals and policies within the City were to be consistent with the Comp Plan. Council Member Meehlhause inquired if a development asking for 60 units per acre would be allowed through a variance, PUD or CUP process. Community Development Director Sevald reported a project requesting 60 units per acre would require another amendment to the Comp Plan prior to being reviewed and approved by the City.
