<br />WHEREAS, the City extended its review for all applications relating to the 
<br />project, from 60-days to 120-days (February 18, 2022), consistent with MN Statute 
<br />§15.99, Subd 3(f) (Application Extensions). Notice was provided to the Applicant on 
<br />October 22, 2021; and, 
<br />WHEREAS, the Preliminary Plat has been evaluated for compliance with 
<br />requirements of the Mounds View City Code, §158.020 (Preliminary Subdivision Plan 
<br />Application), and the Comprehensive Plan; and, 
<br />WEHREAS, the Final Plat has been evaluated for consistency with the 
<br />Preliminary Plat, and compliance with all requirements deemed necessary to preserve 
<br />neighborhood aesthetics and to protect the public health, safety and welfare of 
<br />neighboring landowners and future residents within the subdivision, consistent with 
<br />Mounds View City Code §158.026(B)(3); and, 
<br />WHEREAS, the Planning and Zoning Commission reviewed the Preliminary and 
<br />Final Plat at its November 3, 2021 meeting, recommending Approval (Resolution 1141- 
<br />21); and, 
<br />WHEREAS, in compliance with the Mounds View City Code §158.020(H), a 
<br />Public Hearing was held November 22, 2021. Notice was published by the Shoreview 
<br />Press on November 9, 2021, and mailed to property owners within 350' of the subject 
<br />property, and to property owners along Mustang Drive, Mustang Circle, and Townedge 
<br />Terrace (manufactured home park); and, 
<br />NOW, THEREFORE BE IT RESOLVED THAT the City Council approves the 
<br />Preliminary and Final Plat of SKYLINE, with the following conditions: 
<br />The Civil, Grading, Drainage, Utility plans, and related plans dated October 4, 
<br />2021; Preliminary Plat dated November 2, 2021, and the Final Plat shall comply 
<br />with (and be revised as necessary); 
<br />A. Engineering Review letter, dated October 25, 2021 (Tyler McLeete). 
<br />B. A hydrant shall be installed in the parking lot center island, as required by 
<br />SBM Fire Department (email from Charlie Smith, November 3, 2021). 
<br />C. MnDOT Review #P21-050 Villas of Mounds View, dated November 3, 2021 
<br />(David Elvin). 
<br />D. [Watershed] Permit Report, dated November 8, 2021 (unsigned author). 
<br />Any revisions of the Preliminary and Final Plat may be reviewed and approved 
<br />administratively. Revisions to Civil and related plans shall be resubmitted for 
<br />administrative review and approval prior to issuance of a Watershed Permit and 
<br />Building Permit, and prior to any grading.
