Public Hearing: Resolution 9495, Approving Conditional Use Permit for an <br />Animal Boarding Facility; and Resolution 9492, Approving a Commercial Dog <br />Kennel License at 5491 Adam Street. <br /> <br />Community Development Director Sevald requested the Council approve a conditional use permit <br />for an animal boarding facility and commercial dog kennel license for the property at 5491 Adam <br />Street. He noted this was the former Fedora’s Market. He noted the applicant was proposing to <br />conduct a commercial kennel on the property, along with boarding and training services. <br /> <br />Mayor Mueller opened the public hearing at 6:38 p.m. <br /> <br />Brian Sjobeck, 2275 Groberry Street, applauded the City for working to find new businesses in <br />Mounds View. However, he was concerned with how the proposed dogs in the kennel would <br />impact his apartment building. He recommended another location be considered for the dog kennel <br />and training facility. <br /> <br />Katherine Smith, 2142 Bell Lane, reported she was a professional dog trainer and member of the <br />International Canine Professionals. She reviewed her work history noting she has trained dogs for <br />the past 10 years, seven years professionally. She noted she was also licensed as a therapy dog <br />handler for the St. Paul Police Department for the past four years. She indicated she supported the <br />boarding and training facility but had concerns with the small space and setting. She believed the <br />proposed building was not set up right for boarding or training. She questioned how long the dogs <br />will be left unattended or unsupervised. She discussed how dog kennel space was calculated. She <br />indicated she was also concerned with the fact there was no outdoor play yard or runoff for pet <br />waste. <br /> <br />Rebecca Scholl, 2467 Hillview Road, stated she had questions regarding the proposed dog kennel. <br />She believed the property was not well suited to adequately support a commercial venture. She <br />indicated the boarding/kennel license would allow the applicant to sell dogs for testing purposes. <br />This would mean strays could be taken in, the dogs could be held for a certain period of time and <br />then sold. She recommended another site be considered in order to allow for the humane keeping <br />of dogs. <br /> <br />Brian Panter, 5421 Adams Street, indicated he was the Treasurer for the New Brighton Alano <br />Society. He explained he did not object to the proposed business, but stated he would like to learn <br />more about what the applicant would be constructing between the two buildings. <br /> <br />Hearing no further public input, Mayor Mueller closed the public hearing at 6:48 p.m. <br /> <br />Mayor Mueller requested staff review he staff report in further detail and provide the Council with <br />the Planning Commission’s recommendation. Community Development Director Sevald reviewed <br />the staff report in detail, along with the recommendations for approval and noted the Planning <br />Commission recommended approval of the request. <br />
