Mounds View City Council November 22, 2021 <br />Regular Meeting Page 3 <br /> <br />Mayor Mueller requested the applicant come forward to address the Council at this time. <br /> <br />Paul Holt, 4315 Chatsworth Street in Shoreview, introduced himself to the Council noting he was <br />a certified professional dog trainer. He thanked the neighbors for bringing their concerns forward. <br />He explained he currently works from home boarding one or two dogs max, with the majority of <br />his work coming from in home training. He stated he was hoping to expand his business and noted <br />he would only be boarding five dogs to begin with. He reported most of his clients have a long- <br />term relationship with him and he knows their dogs well. He did not anticipate barking would be <br />a concern because he would be taking one dog outside at a time. He commented on the measures <br />he would be taking to mitigate noise coming from within the building. <br /> <br />Council Member Hull questioned if the dogs would always be supervised when outdoors. Mr. <br />Holt reported this would be the case. <br /> <br />Mayor Mueller requested further information regarding the privacy fence. Mr. Holt stated he was <br />proposing to have a six foot wooden privacy fence. <br /> <br />Mayor Mueller asked how the proposed business would impact the foot path that was used by the <br />adjacent residents. Mr. Holt commented dogs boarding on the property may be able to see <br />passersby, but reiterated that the dogs would be supervised when outside and there would be a six <br />foot wooden privacy fence in place. <br /> <br />Council Member Meehlhause inquired if the training would occur indoors or outdoors. Mr. Holt <br />stated all dog training would occur indoors. <br /> <br />Council Member Cermak asked how many staff members would be working at this facility. Mr. <br />Holt indicated he would be working their exclusively with his fiancé. He noted more staff <br />members would be brought on over the next six months. <br /> <br />Council Member Meehlhause questioned how many hours dogs being boarded would be alone in <br />this building. Mr. Holt stated four would be ideal and commented this may be increased to six <br />hours for overnight. He reported the property would have cameras that he could view from his <br />phone. <br /> <br />Council Member Hull requested further information regarding the drainage system. Mr. Holt <br />explained if the dogs were taken out routinely there should be very few accidents indoors. <br />However, if this were to occur, solutions would be used to clean the facility. He reported the <br />building would have an industrial fan to provide proper air ventilation indoors. He explained <br />outside he would be using deodorizers and enzyme sprays to eliminate odor. He indicated waste <br />would be picked up immediately and stored in a sealed waste basket. <br /> <br />Council Member Meehlhause asked what would be the maximum number of dogs that would be <br />allowed in the building for boarding. Mr. Holt commented no more than ten dogs would be allowed <br />in the building. He stated he would like to keep this number closer to five. <br /> <br />Mayor Mueller inquired if puppies could be boarded on site. Mr. Holt indicated he would more
