Mounds View City Council November 22, 2021 <br />Regular Meeting Page 6 <br /> <br />Development and Development Review for The Villas of Mounds View at 4889 Old Highway 8 <br />and 4943 Old Highway 8. He stated the Villas of Mounds View would be an affordable senior <br />(55+) housing project. He discussed the maximum density that was currently allowed by the City <br />and noted this project was proposing to have 31 dwelling units per acre. He explained City Code <br />requires 2.5 stalls per unit and this project was proposing to have 1.6 stalls per unit. He reviewed <br />the building setbacks and landscaping plan. The building elevations were discussed with the <br />Council and it was noted the building itself would be 50 to 60 feet in height. Staff commented <br />further on the plans for the senior housing building and noted the Planning Commission <br />recommended approval. <br /> <br />Mayor Mueller questioned how many parking spaces this senior housing building would have. <br />Community Development Director Sevald reported the site would have 202 parking spaces. <br /> <br />Mayor Mueller opened the public hearing at 7:36 p.m. <br /> <br />Steve Murillo, 5001 Old Highway 8, explained he bordered this project. He requested further <br />information regarding traffic and noise. He asked if there would be any fencing along this <br />property. <br /> <br />Community Development Director Sevald reported the property was not proposed be fenced. He <br />stated the Bauer property had a six-foot chain link fence as did the mobile home park. <br /> <br />Mayor Mueller questioned if landscaping or screening was being proposed to assist in buffering <br />the property. Community Development Director Sevald commented this property was adjacent to <br />35W and there were no good means of buffering noise from I-35W. He commented further on the <br />trees that would be removed, noting those near the wetland would remain in place. <br /> <br />Hearing no further public input, Mayor Mueller closed the public hearing at 7:40 p.m. <br /> <br />Further discussion ensued regarding the traffic along Old Highway 8. It was noted Ramsey County <br />would be approving access to the site. <br /> <br />Council Member Bergeron asked if the access point to the site would be utilized by Bauer property. <br />Community Development Director Sevald stated the original plan was to have an assisted living <br />facility on the Bauer property. However, the assisted living project fell through after COVID <br />happened. At this point, there were no plans for the Bauer property. <br /> <br />Council Member Hull questioned what the plan was for snow removal. Community Development <br />Director Sevald deferred this question to the applicant. Peter Worthington, MWF Properties, <br />explained if there was too much snow on the site, it would be removed from the property. <br /> <br />MOTION/SECOND: Meehlhause/Hull. To Waive the Reading and Adopt Resolution 9497, <br />Planned Unit Development; and Development Review for The Villas of Mounds View at 4889 <br />Old Highway 8 and 4943 Old Highway 8. <br /> <br />Council Member Meehlhause stated the proposed affordable senior housing had to have one
