Mounds View City Council November 22, 2021 <br />Regular Meeting Page 9 <br /> <br />City Administrator Zikmund reported the Parks Commission has two new members with both <br />being female. <br /> <br /> Ayes – 5 Nays – 0 Motion carried. <br /> <br />I. Resolution 9494, Permitting the Andover Football Association to Conduct <br />Charitable Gambling at Mermaid Entertainment Center at 2200 Mounds <br />View Boulevard. <br /> <br />City Administrator Zikmund requested the Council permit the Andover Football Association to <br />conduct Charitable Gambling at the Mermaid Entertainment Center at 2200 Mounds View <br />Boulevard. He explained the Mermaid has requested the Andover Football Association conduct <br />the charitable gambling at their establishment. He noted 10% of all proceeds would be given back <br />to the City of Mounds View. <br /> <br />Marcy DeMaio, Gambling Manager for the Andover Football Association, explained her <br />organization currently operates in Oak Grove and Andover. She reported the reason for this request <br />was due to the relationship with Triple Shift, which owns Andover Lanes. She discussed how the <br />association distributes its funding to all youth sports and non-profit organizations in the <br />community. She explained the Mermaid reached out to her and asked that her organization take <br />over the charitable gambling in order to provide bingo and meat raffles. <br /> <br />Mayor Mueller thanked Ms. DeMaio for the information. <br /> <br />Council Member Bergeron stated he fully supported this request because it benefited youth sports <br />in the community. <br /> <br />Council Member Meehlhause questioned how 75% of the charitable proceeds would be spent in <br />the “trade area”. City Attorney Riggs explained the trade area was larger than Mounds View and <br />included all surrounding communities. He reported he could provide the Council with a better <br />definition of “trade area” at a future meeting. <br /> <br />Mayor Mueller noted the Andover Football Association has been in existence for the past 13 years <br />and has served Andover, Coon Rapids, Blaine, Fridley, Ham Lake, Oak Grove and Anoka. <br /> <br />Council Member Bergeron asked if the Andover Football Association would be willing and <br />interested to support the Mounds View School District Ms. DeMaio stated her organization would <br />be eager to support Mounds View schools. <br /> <br />MOTION/SECOND: Hull/Bergeron. To Waive the Reading and Adopt Resolution 9494, <br />Permitting the Andover Football Association to Conduct Charitable Gambling at Mermaid <br />Entertainment Center at 2200 Mounds View Boulevard. <br /> <br /> Ayes – 5 Nays – 0 Motion carried. <br /> <br />J.
