To Waive the Reading and Adopt Resolution 9511, <br />Approving Amendments to the Healthcare and Housing Facilities Revenue Refunding Note <br />(Catholic Eldercare Project), Series 2014C, and Authorizing the Execution and Delivery of <br />Documents Related Thereto. <br /> <br /> Ayes – 5 Nays – 0 Motion carried. <br /> <br />B. Truth in Taxation Presentation. <br /> <br />Finance Director Beer reviewed the proposed 2022 budget in detail with the Council indicating it <br />was the City’s mission to provide high quality public services at a fiscally responsible manner. <br />General Fund expenditures by purpose were reviewed along with expenditures by function. He <br />noted this meeting would allow the public a time to voice concerns and explained the final budget <br />would be approved at the Monday, December 13, 2021 City Council Meeting. <br /> <br />Finance Director Beer described the General Fund operating expenditures by function. He noted <br />the 2022 budget had very minor increases. He discussed the great partnership the City had with <br />the SBM Fire Department and commented on how this partnership allowed the City to receive fire <br />protection services at a very affordable rate. He indicated the General Fund operating expenditures <br />were projected to increase by 5.31%. <br /> <br />Finance Director Beer commented on the City’s revenues noting 68% came from property taxes. <br />The other sources for revenues were further discussed. He indicated the fund balance would be <br />reduced by $238,000 with $238,000 coming from the Levy Reduction Fund. It was noted the <br />proposed property tax levy would increase by 5.33%. He compared the City’s proposed levy to <br />the levy of neighboring communities. Staff discussed how the proposed levy would impact the <br />median value home owner and asked for comments or questions from the City Council. <br /> <br />Council Member Meehlhause commented on the tax levy noting he appreciated how well the City <br />was managing its finances on behalf of the residents. He noted Mounds View was a desirable City <br />to live in based on its affordable housing and strong school system. <br /> <br />Mayor Mueller questioned how far the levy had dropped from the previously approved levy <br />amount. Finance Director Beer reported the levy had dropped .65% since September. <br /> <br />6.
