MOUNDS VIEW City of Mounds View Staff Report Item No: 081 Meeting Date: November 22, 2021 Type of Business: Council Business City Administrator Review: To: Honorable Mayor and City Council From: Nyle Zikmund, City Administrator Item Title/Subject: Resolution No. 9494, Approving a Premises Permit to Allow Andover Football Association, Inc. to Conduct Charitable Gambling at Mermaid Event and Entertainment Center, 2200 Mounds View Boulevard. Introduction: The Andover Football Association, Inc., a non-profit charitable organization, has requested a premises permit to conduct charitable gambling on site at Mermaid Event and Entertainment Center, 2200 Mounds View Boulevard. Discussion: Andover Football Association's purpose is to provide an opportunity for youth to participate in the game of football regardless of race, creed, gender, color, nationality or disability. Further, to aid youth who participate by improving and developing football skills; teaching and promoting physical, mental and moral development; teaching a sense of fair and honest competition; and promoting fair play at all levels resulting in good sportsmanship. The Andover Football Association also indicates that through charitable gambling, their goal is to reach as many boys, girls, sports, associations, schools and communities as they can, and that they have given nearly 1.5 million dollars since 2008 to these organizations. Andover Football Association is requesting to conduct charitable gambling at the Mermaid Event and Entertainment Center. Services offered are Pull -tabs, Paddlewheel, Tipboards, Sports Tipboards, Electronic Pull -tabs, Linked Bingo, and Bar Bingo. The City Council approved a premises permit for Lake Regional Hockey Association in July of this year to operate at the Mermaid as well. It is the City understands that both organizations will be operating at the same time. The Minnesota Gambling Board requires that the City of Mounds View pass a resolution specifically approving or denying the State Premises Permit Application. A copy of which is to be forwarded to the State Gambling Board. Andover Football Association has paid the $100 investigation permit fee and the Mounds View Police Department has approved the applicant's background check.
