Item No: 8N
Meeting Date: November 22, 2021
M0UNDi*SfV'IEW
Type o Business: CB
Administrator Review:
City of Mounds View Staff Report
To: Honorable Mayor and City Council
From: Don Peterson, Director of Public Works/Parks and Recreation
Item Title/Subject: Resolution 9502, Authorizing the Replacement of the
Playground Equipment for Random Park
Background/Discussion:
The playground equipment at Random Park is 20 plus years old. Signs of aging include the
peeling of the equipment coating along with rust development on various components. The
National Playground Safety Institute recommends that play structures be replaced every 12-
15 years.
The Parks and Recreation Commission reviewed the new playground layout and estimated
costs at their October 22, 2021 meeting and approved moving ahead with this project.
The Random Park building receives the most rentals of the parks facilities. The Commission
would like to improve the playground for the residents of Mounds View as well as those who
rent the building.
Further Discussion:
Staff presented the estimated costs to Council, at the November 8, 2021 meeting and
recommended that 50% each of the project costs be funded from 451-4470-7050 and 480-
4160-7030 due to the lack of funds in the Park Dedication Fund. City Council instructed Staff
to bring the item back for formal approval at the November 22, 2021 Council Meeting
Staff has received a quote from Minnesota/Wisconsin Playground for the playground
equipment of $99,938.37, installation of the equipment and concrete curbing of $46,614.00
for a total cost of $146,552.37.
Minnesota/Wisconsin Playground is on the US Communities Government Purchasing
Alliance, similar to the State Cooperative Purchasing Venture, and has furnished and installed
previous playground equipment in Mounds View in a satisfactory manner.
Recommendation:
Staff is recommending the City Council adopt Resolution 9502 to accept the quote from
Minnesota Wisconsin Playground for the installation of the playground equipment, site
preparation, installation of concrete and the purchase of the playground at Random Park for
a total of $146,552.37, funded from account 451-4470-7050 and 480-4160-7030.
Respectfully submitted,
Don Peterson, Director of Public Works/Parks and Recreation
The Mounds View Vision
A Thriving Desirable Community
