Item No: 08A
Meeting Date: Nov 22, 2021
MOLNDSST
VIEW Type of Business Council Business
City Administrator Review:
City of Mounds View Staff Report
To: Honorable Mayor and City Council
From: Jon Sevald, Community Development Director
Item Title/Subject: PUBLIC HEARING: Resolution 9495 Approving a
Conditional Use Permit for an Animal Boarding Facility; and
Resolution 9492 Approving a Commercial Dog Kennel
License, 5491 Adams Street
Introduction:
Paul Holt is proposing to operate a dog training and boarding facility at the former Fedor's
Market. Boarding/training will take place inside of the building. A fenced area will be
constructed behind the building for use by the dogs to relieve themselves. The operation
requires a Commercial Kennel License (issued to an individual), and a Conditional Use Permit
(issued to the property).
Discussion:
Fedor's Market operated between 1961 and 2016. The property was sold in July, 2021. The
owner; Andrei Bortnov (BBAK Ventures, LLC) is renovating the building for two tenants; a
kennel boarding/training business (Paul Holt); and a furniture store. The applicant will use
about 1,300 sq ft of the 6,000 sq ft building. There is planned to be up to ten dogs boarded at
one time.
Analysis:
The property is zoned B-2 Limited Business. Within B-2, an Animal Boarding Facility (along
with Veterinary Clinics)' requires a Conditional Use Permit (CUP). There are six conditions,
primarily relating to having adequate indoor ventilation and not creating a nuisance when
outdoors.
(1) Noise and odor are effectively confined to the premises in accordance with Ch. 91 of
this code of ordinances [Chapter 91: Health and Sanitation; Nuisances];
(2) A mechanical ventilation or exhaust system shall be installed to control, capture and
remove emissions or odors generated by the use. The systems shall be separate from
other ventilation systems in the building. The system shall be designed to prevent the
migration of emissions or odors to other parts of the building. Installation must comply
with Minnesota Building Code Mechanical Systems, Ch. 1346 [Chapter 1346; Minnesota
Mechanical and Fuel Gas Codes];
1 Mounds View City Code 160.012 (Definitions): ANIMAL BOARDING FACILITY. A commercial establishment in
which domesticated animals are housed for a fee or compensation. Domesticated animals include dogs, cats or
rodents such as rabbits, guinea pigs, hamsters, gerbils or other animals that are typically confined to a cage or
other enclosure.
The Muunus view vimun
A Thriving Desirable Community
