ROLL CALL VOTE (Planning Case MA2021-002) <br />Introduction: <br />The Villas of Mounds View, LP (MWF Properties) has proposed to redevelop the former Skyline <br />Motel site into a 120-unit apartment complex. The project requires a number of planning <br />approvals, including an Amendment to the Zoning Map. Approval of the Zoning Map <br />amendment does not constitute approval of the project. If the project does not materialize for <br />whatever reason, the properties will still be zoned PUD. <br />Discussion: <br />The project will be developed as a Planned Unit Development (PUD). Lot 1 will be rezoned to PUD. Lot 2 (Bio-Clean) will remain Industrial. <br />Analysis: <br />When considering an amendment to the Official Zoning Map, the City must consider adverse <br />effects :2 <br />1. Relationship to Municipal Comprehensive Plan; <br />The Comprehensive Plan guides this property for Mixed Use, intended for a 60/40% mix of <br />residential/commercial. The residential component may have a density of 15-50 units per <br />acre. The Comprehensive Plan, Table 3-7 (Housing Allocation by Income), identifies a need <br />for an additional 59 units of varying affordability, between the years 2020-2040. <br />The proposed; The Villas of Mounds View, is a 120-unit senior (55+) affordable apartment <br />building, with a density of 31 units per acre, and will satisfy 23 of the needed 59 units of <br />affordable housing, identified in Table 3-7 (Housing Allocation by Income). <br />' City of Mounds View Comprehensive Plan, Figure 2-2 Future Land Use <br />2 Mounds View City Code §160.450(E) (Adverse effects) <br />
