08B <br />Page 2 of 4 <br />In order for the project to continue, the property must be rezoned from I-1 Industrial, to a <br />zoning district which permits multi -family. PUD Planned Unit Development is the most <br />appropriate district, to allow flexibility for this project. <br />2. The geographical area involved; <br />The rezoning is specific to the proposed Lot 1, Block 1, Skyline. It is intended (not <br />guaranteed) that the adjacent vacant land west of Lot 1 (e.g. north end of Bauer Welding, <br />2159 Mustang Drive), will be redeveloped for a use compatible with The Villas of Mounds <br />View, and may require rezoning that project, at that time, from 1-1 Industrial to PUD Planned <br />Unit Development. <br />3. Whether the use will tend to or actually depreciate the area in which it is proposed; <br />There is no evidence that the Zoning Map amendment will have any effect on area property <br />values. <br />4. The character of the surrounding area; and <br />The area is characterized by industrial (manufacturing/warehouse), and manufactured <br />homes (Towns Edge Terrace; 238 units). The project is adjacent to I-35W. <br />5. The demonstrated need for the use. <br />The use has been demonstrated by the Developer, and by the Comprehensive Plan. <br />Strategic Plan Strategy/Goal: <br />Continue BR&E program, maximize utilization of development space and current list of available <br />sites, encourage land owners to maintain their properties, & consider residential redevelopment. <br />Financial Impact: <br />None <br />Planning Commission Recommendation: <br />The Planning Commission recommended Approval (Resolution 1141-21). <br />Staff Recommendation: <br />Staff recommends that the City Council conduct a Public Hearing, and conduct the Second <br />Reading and approval of the Zoning Map amendment. <br />Approval of an Ordinance Amendment requires a 3/5's vote.3 <br />A Public Hearing Notice was published by the Shoreview Press on November 9, 2021, and <br />mailed to property owners within 350' of the subject property, and to property owners along <br />Mustang Drive, Mustang Circle, and Towns Edge Village (manufactured home park). <br />s Mounds View City Code § 160.450(J)(2) (all other amendments...) <br />The Mounds View Visior <br />A Thriving Desirable Coniniu„uy <br />
