Item No: 08C <br />Meeting Date: Nov 22, 2021 <br />Type of Business Council Business <br />MOUNDtSIEWCity Administrator Review <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Jon Sevald, Community Development Director <br />Item Title/Subject: PUBLIC HEARING: Resolution 9496, Approving the <br />Preliminary/Final Plat of Skyline (Planning Case MA2021- <br />002) <br />Introduction: <br />The applicant, The Villas of Mounds View, LP (MWF Properties), is proposing to redevelop the <br />former Skyline Motel into The Villas of Mounds View, consisting of a 120-unit apartment <br />building. The project will feature senior (55+), affordable housing. Approval of the Subdivision <br />does not constitute approval of the apartment building. If the project does not materialize for <br />whatever reason, the properties will still be subdivided. <br />Items related to the development of the property (e.g. apartment building) are part of Item 08D <br />(Resolution 9497). <br />Discussion: <br />The plat; Skyline, will combine four parcels into Lot 1 for The Villas of Mounds View (apartment <br />building), and will add land onto the Bio-Clean property (Lot 2); 2151 Mustang Drive. Bio-Clean <br />is planning a building addition within 2-3 years. Depending on the size of the addition, it is likely <br />it will require a Development Review at that time (not now). Bio-Clean previously received a <br />Variance to reduce the rear yard building setback, from 40' to 30' (Resolution 420-95), and a <br />Development Review in 2004 for a building expansion (Resolution 6283). <br />A Sketch Plan' was reviewed by the Planning Commission on July 21, 2021, and by the City <br />Council on July 26, 2021. No significant changes have occurred. <br />Analysis: <br />Neighboring Land Uses To the east is I-35W. To the west is industrial (Bauer Welding), <br />and manufactured homes (Townsedge Terrace). To the south is <br />industrial (Midway Industrial Supply, and SAIA). <br />Comprehensive Plan Mixed Use is intended (not required) to consist of 60% residential <br />and 40% commercial. As proposed, 55% will be residential (The <br />Villas), and 45% to be determined (e.g. future development north <br />of Bauer Welding). <br />Previously, an assisted living facility was planned for the north <br />Bauer site.
